Position Overview
The Operations Security Manager of Roster Management and Overtime Equalization position is a new position created to assist the Operations Security Administrator in the management of the department’s development, maintenance, and review of its Roster Management and Overtime Equalization process for the security programs at IDOC facilities. This exciting position is responsible for the oversight of how over 8,000 staff are deployed to assignments within each IDOC facility.
The ideal candidate will effectively review facility rosters and overtime programs and provide recommendations on improving operational efficiencies throughout the facility. A background in the deployment/management of personnel and strategic planning would be a plus.

Essential Functions- Serves as Operations Manager of Roster Management and Overtime Equalization.
- Assists the Operations Security Administrator with directing, planning, and managing the overtime and rosters for the security programs at IDOC facilities statewide through subordinate staff.
- Schedules and supervises teams at correctional facilities to conduct:
- Develops training, as approved by the Manager of Staff Development and Training, for Roster Management and Overtime Equalization Procedures.
- Reviews plans and emergency drills conducted by staff to assess the response of facility staff.
- Prepares written reports of facility staffing reviews including current staffing complements and recommendations.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in law enforcement, criminology, social or behavioral sciences, penology or a related field.
- Three (3) years of progressively responsible administrative experience in law enforcement public or private organization, a correctional facility or related field.
- At least six (6) years of progressively responsible experience in law enforcement in a public or private organization, a correctional facility, or related field.
- A bachelor’s degree or higher in law enforcement, criminology, social or behavioral sciences, penology or a related field.
- At least three (3) years of professional experience conducting roster and overtime reviews in a correctional setting.
- At least two (2) years of professional experience developing and providing training to correctional security staff.
- At least two (2) years of professional experience preparing staffing analysis based off data provided by a correctional facility.
- At least three (3) years of professional experience developing and maintaining a facility roster.
- At least two (2) years of professional experience participating as a team member on a security review team in a correctional setting.
- At least two (2) years of professional experience developing policies for security programs in a correctional center.
- At least one (1) year of professional experience conducting critical incident drills for a correctional facility.
- At least five (5) years of professional experience supervising correctional staff.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires an appropriate, valid driver’s license.
- Requires the ability to be on‑call and carry a state cell phone.
- Requires the ability to work overtime on an as needed basis.
- Requires the incumbent to carry a gun while on duty, qualify with gun on an annual basis, and possess a valid, current Firearms Owner Identification (FOID) card.
- Requires passing of Instructional Methods or Train the Trainer within the first 12 months of employment in this position.
- Requires the passing of the following National Incident Management System (NIMS) courses within the first 12 months of employment in this position: 100, 200, 700, and 800.
