This is a critical governance role requiring deep expertise in earned value management, reimbursable contract administration, and nuclear or major infrastructure project environments.
Key Responsibilities Timesheet Review & LOE Validation Serve as the Owner’s (PALLAS) Timesheet SPOC, managing the full weekly timesheet review and validation cycle in accordance with Contract provisions and the adopted Timesheet Guideline.
Apply objective validation criteria to determine Disallowed Hours in weekly submissions from Overall Responsible Designer and its subcontractors at all tiers, including assessment against sanctioned Organisation Charts, Deliverable Lists, Activity Lists, Resource-Loaded Planning and Overtime Authorisations.
Coordinate with Work Package Owners to conduct joint reviews of timesheet submissions within defined contractual time frames.
Issue formal observations, manage Timesheet Clarification & Resolution Meetings, and escape unresolved matters to Authorised Representatives in accordance with the contract workflow.
Cost Control & Earned Value Management Maintain and monitor the project cost baseline, tracking actual expenditure against approved budgets for all Indirect Work and/or Services.
Implement and oversee an Earned Value Management System (EVMS).
Prepare regular cost reports including CPI, SPI, EAC and variance analyses for senior management and Owner stakeholders.
Validate and challenge progress measurement methods (percentage completion, weighted milestones) applied by the EPCM Contractor to all deliverables.
Contract Administration & Compliance Ensure all remuneration claims, invoices and supporting documentation submitted by Overall Responsible Designer comply strictly with EPCM Contract.
Review and sanction Organisation Charts, Deliverable Listings, Activity Lists and Resource-Loaded Plans against contract requirements prior to baseline approval.
Monitor compliance with approved overtime authorisations and enforce the 40-hour weekly threshold in accordance with contract terms.
Support contract audits, dispute resolution processes and escalations in accordance with the Contract’s dispute resolution provisions.
Reporting & Stakeholder Management Produce clear, auditable records of all timesheet reviews, disallowed hours determinations and resolution outcomes to ensure full traceability.
Liaise with the Project Director, Legal, Finance and Work Package Owners to provide accurate cost status and highlight risk areas.
Contribute to the development and continuous improvement of project controls procedures, reporting tools and governance frameworks.
Kandidaatomschrijving Essential Professional accreditation with RICS (MRICS/FRICS) or a recognised equivalent.
Minimum 10 years of post-qualification experience in quantity surveying, cost engineering or project controls, with at least 5 years on major capital projects (nuclear, oil & gas, infrastructure or heavy industrial).
Demonstrable experience administering reimbursable / LOE-based EPCM contracts including timesheet validation, disallowed cost determination and invoice verification.
Strong working knowledge of Earned Value Management principles (PMBOK, DCMA-EA PAM 200.1) and practical application on projects of comparable scale and complexity.
Experience reviewing and challenging resource-loaded schedules, deliverable registers and organisation charts within a contract governance context.
Proven track record in multi-party project environments with the ability to manage contractual disputes diplomatically and professionally.
Desirable Experience on nuclear new build, reactor design or isotope production facility projects.
Familiarity with NL / Dutch contractual and regulatory frameworks (or relevant national equivalents).
Proficiency in Primavera P6 or equivalent project controls software.
Fluency in English (required);
Dutch or Spanish language skills are an advantage.
Other Requirements Experience in a highly regulated environment (e.g., nuclear, infrastructure, or industrial projects).
The PALLAS reactor is being built in Petten, so travel to Petten will be required. The main office location is Alkmaar.
