Overview

Long-Term Recovery Partner role at Eaton Fire Collaborative. This RFP aims to engage an experienced consultant to support the collective recovery efforts following the Eaton Fire, with a focus on disaster recovery, social change, and community development to guide strategy, strengthen partnerships, and build philanthropic support.

Background

The Eaton Fire Collaborative was formed to support the rebuilding and recovery of the Altadena, Pasadena, and Sierra Madre communities. The collaboration includes community groups, local nonprofits, and city, county, and state officials, working to ensure resources, assistance, and information reach those in need.

Purpose of the RFP

The RFP solicits proposals from experienced organizations to serve as the Long-Term Recovery Partner (LTRP) for the Eaton Fires recovery. The LTRP will facilitate coordination, capacity-building, and grant-supported programming to strengthen community infrastructure, ensure equitable recovery, and promote long-term resilience for the most impacted populations.

Scope of Work

The Long-Term Recovery Partner will be expected to perform the following:

3.1 Long-Term Recovery Coordination
  • Recovery Plan Development: joint design of a comprehensive, phased recovery plan addressing immediate, mid-term, and long-term strategies across rebuilding, economic stability, emotional healing, and resilience.
  • Program Development: collaborate to design a logic model for the Collaborative initiatives: the Long Term Recovery Group, the Community Recovery Group, and the Collaboratory.
  • Data & Metrics: establish KPIs to measure progress and impact across initiatives.
  • Administrative Support: provide ongoing coordination to support Council operations.
3.2 Ecosystem & Capacity Building
  • Knowledge Sharing: facilitate regular convenings and peer-to-peer learning.
  • Conflict Resolution & Liaison: serve as facilitator and intermediary, enforcing policies and promoting constructive collaboration.
  • Grant Writing: identify, pursue, and prepare grant proposals in partnership with the Council and initiative leads.
3.3 Community Engagement & Development
  • Integrated Recovery Approaches: design holistic strategies integrating housing recovery, environmental restoration, small business support, and workforce development.
  • Fundraising and Donor Relations: develop and implement donor engagement and fundraising strategies, maintain relationships, and ensure transparent reporting of impact.
3.4 Monitoring & Evaluation
  • Framework for Success: define performance indicators and outcome measures.
  • Data Collection & Analysis: collect and analyze data to assess impact and adjust strategies.
  • Transparent Reporting: produce quarterly reports for funders and stakeholders; ensure accountability and stewardship of funds.
Desired Qualifications

The ideal partner will have:

  • Experience in long-term disaster recovery or equivalent community impact work.
  • Grant-writing and grant-management expertise with ability to secure and administer funding.
  • Experience training or working with leadership councils, boards, collectives, or coalitions, including facilitation and governance.
  • Track record in ecosystem-building and capacity strengthening for grassroots/nonprofit organizations.
  • Organizational development skills including strategic planning, financial management, and partnership cultivation.
  • Knowledge of community-based approaches and equity-driven practices.
  • Familiarity with Altadena and LA County communities preferred.
Proposal Submission Requirements

Submit a proposal addressing each section outlined below. Include a detailed budget aligned with the proposed work plan.

  • Organizational Overview: mission, history, relevant experience, qualifications.
  • Approach & Work Plan: strategies for long-term recovery, leadership council and networks management, and capacity-building.
  • Staffing Plan: key roles, expertise, and resumes (if available).
  • Partnerships: existing or planned collaborations with local nonprofits, agencies, and funders.
  • Budget: detailed budget with justification.
  • Past Performance: at least 3 examples of similar work with outcomes and references.
