** PAY RANGE:** $40,164 - $79,906 annually (DOQ)
** SUMMARY
* * Under general direction of the Deputy Director, this position assists with implementation of all aspects of the interjurisdictional emergency management program.  Tasks will focus on assisting with the development, planning, coordination, and maintenance of department initiatives that address the mitigation/prevention, preparedness, response, and recovery from all hazards that could impact the City of Amarillo, the City of Canyon, Potter County and Randall County, from the U.S. Department of Energy (DOE) Pantex Plant.

Work also involves serving as a rotational, on-call OEM Duty Officer that includes response to potential and actual emergency incidents on a 24/7 basis.
** ESSENTIAL RESPONSIBILITIES
*** Serves as the coordinator for the City of Amarillo/Potter County participation in the U.S. DOE/State of Texas AIP grant program initiating preparedness activities related to the U.S. DOE Pantex Plant
* Plans, develops, and implements local emergency management and homeland security programs and technical assistance to program staff, governmental agencies, community organizations, or the general public
* Assists with the planning, coordination, development, and maintenance of comprehensive emergency management plans including the Amarillo Area Emergency Operations Plan and its attachments as they relate to potential Pantex Plant emergencies
* Assists with managing and maintaining the Emergency Operations Center and Mobile Operations Center equipment, resources, and data systems, ensuring Emergency Operations Center (EOC)/MOC capability and readiness in an emergency activation Plans, organizes, and conducts emergency preparedness presentations for citizen and neighborhood groups, businesses, and other members of the public
* Serves as a member of the Amarillo Area Emergency Management Duty Officer staff and on a rotational basis, assists in the coordination, activation, and response to potential and actual emergency incidents on a 24/7 basis
* Coordinates closely with the Amarillo Fire Department Hazardous Materials Response Team and Amarillo Police Department Explosive Ordnance Disposal Team, and other public safety partners
* Serves as day-to-day coordinator of the Amarillo/Pantex Reception Center and maintains readiness in the event of an incident at the USDOE Pantex Plant
* Serves as the City of Amarillo Radiation Control Officer
* Assists with preparing and operating the Emergency Operations Center during activation
* Assists with operating and maintaining equipment in the Emergency Operations Center and reporting deficiencies to appropriate authority for repair or replacement, as necessary
* Assists with direction of emergency management activities in the absence of supervisory personnel
* Assists in departmental administrative tasks as directed by the department management
* Responds to potential or actual emergency events either to the EOC or the field; serves as an OEM Duty Officer on a rotating schedule with other Emergency Management staff members, responding to emergency events as required 24 hours a day

* *** NIMUM REQUIREMENTS
** Requires a Bachelor’s degree in Emergency Management, Public Administration, Homeland Security or other related field and a minimum of two years of experience in emergency management.  A Bachelor’s Degree in another discipline may be substituted with two additional years of experience in an emergency management or related discipline; and completion of command level NIMS/ICS courses (IS-100; IS-200; IS-700; IS-701; IS-702;;

IS-704; IS-706; IS-800; G-300; & G-400) and FEMA Professional Development Series (PDS) courses (IS-139; IS-230; IS-235; IS-240; IS-241; IS-242; and IS-244) required within one year of employment.  Valid Texas Driver’s License required.
