Position: CLINICAL PROGRAM PLANNER

The Division of Child and Family Services (DCFS) is recruiting for a Clinical Program Planner 1 to support Juvenile Justice Services. Clinical Program Planners (CPPs) perform and supervise a variety of planning and evaluation functions in support of clinical programs and activities within DCFS, including quality assurance and improvement, program design and performance monitoring, policy and procedure development and compliance monitoring, program evaluation, root cause analyses, case reviews, data reporting, analytics and research.

CPP's also conduct assessments and facility inspections to identify appropriate levels of services and placements. They help to make program placement decisions, review and approve billing for services, attend meetings with program staff, leadership, and stakeholders, actively pursue new community placements and services as well as assist Parole Officers in obtaining services and programs for youth. CPPs need to develop and maintain positive and professional relationships with stakeholders such as Superintendents and Deputy Administrators, among others.

Clinical Program Planners perform planning and analytical functions in support of clinical programs and activities requiring graduate level education in health-related or social science planning and research.

Two or more years of applicable experience as described in the job duties and a Master’s degree in a field of study applicable to the job duties.

  • Oversee activities for a portion of a large program with multiple service delivery points.
  • Plan, coordinate, and monitor quality improvement and strategic planning activities.
  • Develop policies and procedures for quality assurance and quality improvement processes.
  • Design and conduct program evaluations for program planning, budget development, and resource allocation.
  • Develop clinical practice guidelines and standards.
  • Oversee, collect, and analyze data, prepare reports, and identify trends and cause/effect relationships.
  • Conduct clinical case reviews to evaluate the appropriateness of clinical services provided and compliance.
  • Monitor the availability of external funding for new and ongoing activities.
  • Research and write a variety of correspondence, recommendations, and reports.
  • Design, conduct, or supervise literature or field research.
  • Develop and administer contracts, grants, and their processes.
  • Develop clinical practice guidelines and standards and prepare and present training programs.
  • Provide technical assistance to clinical supervisors in the use of clinical tools and evidence-based practices.
  • Assess the quality of care in delivery of services and evaluate the attainment of program goals.
  • Serve as a liaison to advisory or policy-making committees as needed.
  • Track legislative activities relevant to the agency and provide legislative testimony as required.
  • May oversee a small staff.
  • May train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people.
  • Perform related duties as assigned.
  • Knowledge of:
    • Applicable federal and State laws, regulations, and agency policies and procedures.
    • Social science research design and methodology; statistical analysis; current issues in quality assurance and program evaluation of clinical service delivery systems.
    • National standards of client care; utilization review principles; current mental health, intellectual disability, and/or child development treatment modalities; current diagnostic classification systems.
