Position: Sourcing Manager -A - Green Steel
As an Engineer in the petrochemical sector, you play a leading role in the design, development and improvement of a plant and you work closely together on the largest projects. Together with a team of experts, you will provide efficient and sustainable solutions that meet the highest standards.

Responsibilities

As Sourcing Manager, you will independently manage procurement and contracting activities for major industrial CAPEX projects within client's Green Steel programme.

You will work closely with Project Managers, Engineers, Legal Counsel, Category Managers and suppliers to secure competitive agreements and support successful project delivery.

Your responsibilities include:

Developing and executing sourcing strategies for engineering, construction, equipment supply and industrial services.

Independently managing complex tender processes, from scope definition and supplier selection through bid evaluation, negotiation and contract award.

Identifying and assessing suppliers and contractors in Dutch and international markets.

Coordinating technical and commercial clarifications with suppliers, engineering teams and other stakeholders.

Evaluating proposals against technical requirements, commercial criteria, cost drivers, delivery schedules and contractual risks.

Leading negotiations on pricing, commercial conditions and contractual terms, involving Legal Counsel where required.

Identifying, assessing and mitigating procurement and contract risks.

Ensuring procurement quality and compliance with client's procurement policies and project requirements.

Monitoring supplier performance and addressing issues affecting quality, cost, delivery or contractual compliance.

Building and maintaining effective relationships with suppliers, contractors and internal stakeholders.

Challenging and influencing stakeholders at all organisational levels to achieve sound procurement decisions.

Identifying and implementing continuous improvements in sourcing and contracting processes.

Requirements

Mandatory requirements

At least eight years of relevant experience, covering procurement, commercial management, contract law, supplier markets and major CAPEX projects.

Demonstrated experience independently managing sourcing and contracting activities for large, complex industrial investment projects.

Bachelor’s or master’s degree-level thinking and working ability.

Strong knowledge of Dutch and international contractor markets, with the ability to source internationally.

Practical experience with construction and engineering contracts, including UAV, NEC and/or FIDIC.

Strong commercial analysis skills and an understanding of technical cost drivers.

Experience identifying and managing contractual and procurement risks.

A strong commercial mindset, a practical approach and the ability to operate independently.

Confidence in negotiating with suppliers and challenging and influencing stakeholders.

Fluency in English.

Successful completion of pre-employment screening, including a Dutch Certificate of Conduct (VOG), before starting.

Availability for 32-40 hours per week.

Willingness to work through an employment/secondment arrangement; freelance engagement is not permitted.

Preferred background and knowledge

A background in Procurement, Commercial Management, Engineering, Construction or Project Management.

Ideally Dutch language skills.

Familiarity with client procurement policies and stakeholder requirements.

Experience improving procurement processes and supplier performance.
