Description

The Public Utilities Department is seeking a dynamic Part Time Management Assistant I . The role engages students and the public through activities and curriculum surrounding sustainability, conducts public outreach at community events, educates the public on the Utilities’ energy and water efficiency programs, serves as a liaison between the public and the Utilities Department, transports and sets up event supplies, coordinates community outreach during nights and weekends, researches energy efficiency and electrification programs, and performs various routine analytical, technical, programmatic, and administrative duties in support of administrative and programmatic operations.

This part‑time position averages 30 hours per week; a minimum number of hours is not guaranteed. Bilingual proficiency in Spanish is desired.

Essential Functions
  • Perform a variety of technical, programmatic, administrative, and routine staff and analytical duties requiring program knowledge and administrative skills in support of a City department, division, program, or function.
  • Conduct research; prepare, revise, and implement administrative policies, procedures, rules, and regulations; develop office forms and report formats; establish procedural manuals.
  • Conduct management studies; perform routine surveys and statistical analysis on administrative, fiscal, and operational issues; collect, compile, analyze information; write reports presenting data, identifying alternatives, and making recommendations.
  • Provide staff assistance to management; participate in committees and boards; prepare and present staff reports and other correspondence; relieve management of administrative work including complaint investigation and operational problem resolution.
  • Participate in planning, coordinating, implementing, promoting, and overseeing assigned programs, projects, and initiatives; develop and implement program goals, objectives, policies, procedures, and priorities; devise strategies for goal achievement.
  • Assist in researching, negotiating, and monitoring contracts and agreements; prepare specifications and bid packages; review bids; recommend vendor selection; participate in contract preparation; ensure compliance with contracts.
  • Coordinate assigned services and program activities with other City programs, departments, staff, boards, committees, task forces, and external agencies to ensure efficient cooperation; coordinate data, resources, and work products; represent the area to public and private groups.
  • Assist in budget development and monitoring; provide assistance in budget development; collect and analyze financial data; review budget requests and changes; recommend changes; create data tracking and reporting systems; monitor monthly status.
  • Maintain and monitor assigned accounts; determine expense allocations; resolve billing discrepancies.
  • Serve as primary or secondary liaison for assigned functions with other City departments, the public, and outside agencies; explain programs, policies, and activities; resolve sensitive issues.
  • Assist in establishing and administering departmental records management processes; create effective filing systems.
  • Plan, direct, coordinate, and review assigned activities and operations; assign work projects; review work products; recommend workflow improvements; implement approved improvements.
  • Participate in selecting, training, and evaluating assigned staff; coordinate staff training; recommend discipline and termination procedures when required.
  • Perform related duties as required.

One (1) year of routine research, administrative support, or analytical experience, preferably in public administration, supplemented by completion of twelfth grade and college coursework in public administration, business administration, or related field.
