Job Description & How to Apply Below

Leis Consulting Group is seeking an experienced Senior Federal Construction Project Manager to manage federal construction projects throughout Southern California and other project locations. We need a hands‑on, highly organized construction professional with direct federal contracting experience who can independently manage projects from award and Notice to Proceed (NTP) through construction, commissioning, and final closeout.

Federal construction is different from commercial construction. The right candidate understands the importance of documentation, contract compliance, schedule management, quality control, safety, and timely responses, and is comfortable communicating directly with government representatives. This role is for a PM who will take ownership of a federal project and drive it from award to successful closeout.

Key Responsibilities
  • Manage overall project scope, schedule, budget, quality, safety, and contract compliance from NTP through final acceptance and closeout
  • Coordinate with Contracting Officers, CORs, Government QA personnel, designers, subcontractors, vendors, and field personnel
  • Lead preconstruction and government progress meetings
  • Manage subcontractors and ensure contractual performance, including monitoring manpower, scheduling, and quality
  • Review and manage submittals, RFIs, transmittals, meeting minutes, correspondence, and government‑required documentation
  • Develop, maintain, and monitor project schedules
  • Manage procurement and long‑lead materials
  • Track project costs, commitments, subcontractor invoices, and forecasts
  • Prepare and support government progress payment applications
  • Identify potential changes and manage RFIs, REAs, modifications, and change orders
  • Coordinate design‑build activities between architects, engineers, subcontractors, and government representatives
  • Work closely with the Superintendent, Quality Control Manager (QCM), and Site Safety & Health Officer (SSHO)
  • Maintain complete project documentation and records
  • Manage punch lists, testing, commissioning, training, O&M manuals, warranties, as-builts, and final closeout
Minimum Qualifications
  • 7–10+ years of construction experience, with at least 5 years managing federal government construction projects
  • Experience with agencies such as USACE, NAVFAC, U.S. Air Force/Space Force, FAA, VA, or other DoD/federal agencies
  • Experience managing federal construction projects in the $3M–$20M+ range
  • Strong background in design‑build, renovation, and occupied‑facility construction
  • Experience managing multiple trades: HVAC/Mechanical, Electrical, Building Automation Systems (BAS)/Controls, Fire Alarm/Mass Notification, Roofing, Plumbing, and Architectural/Structural
  • Thorough understanding of federal construction requirements and procedures
  • Experience with USACE RMS/QCS and federal project documentation
  • Working knowledge of FAR construction contracting requirements
  • Knowledge of EM 385-1-1 safety requirements
  • Familiarity with Davis‑Bacon/prevailing wage and federal labor compliance
  • Strong understanding of CPM scheduling and Microsoft Project
  • Proficiency with Procore or an equivalent construction management platform
Preferred Certifications
  • USACE/NAVFAC Construction Quality Management (CQM) for Contractors
  • OSHA 30‑Hour Construction
  • PMP (a plus, but not required)
Strong Preference Given to Candidates With
  • NAVFAC and/or USACE project experience
  • Military installation/base construction experience
  • Air Force or Space Force construction experience
  • RMS/QCS experience
  • Design‑build federal construction experience
  • Experience managing multiple concurrent federal projects
  • Strong subcontractor management and negotiation skills
  • Experience with projects involving HVAC, electrical, BAS/controls, roofing, and fire alarm systems
