Summary:
Under general supervision, provides technical assistance and support services to promote the operation and maintenance of Native community-owned and operated sanitation facilities.
- Provides technical assistance and support services to promote the operation and maintenance of water treatment and wastewater disposal facilities.
- Responds to sanitation facility emergencies and requests for technical assistance.
- Identifies, researches, and recommends solutions to sanitation and water facility problems.
- Prepares summary reports. Inspects equipment, reviews plans and specifications. Reviews designs with respect to onsite operability. Reviews and redlines operation and maintenance manuals. Reviews, evaluates, and recommends improved process control methods to improve operation and maintenance of drinking water, wastewater and solid waste facilities.
- Provides training and instruction to water and wastewater plant operators on a wide variety of subjects in a field environment. Reviews, researches and recommends changes to technology and procedure. Counsels operators and provide special help as needed. Locates problems and direct repair of sanitation facilities.
- Inspects facilities to ensure compliance with state codes, standard department procedures, and DEHE policy. Installs, repairs, and replaces equipment as needed; follows safety precautions and procedures according to department policy. Coordinates technical support resources with DEHE, other departments, and regional health organizations.
- Performs other duties as assigned.
- Knowledge of applicable environmental health statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
- Knowledge of federal and state laws and regulations for drinking water and wastewater treatment.
- Knowledge of mechanical processes and chemical treatments for water and wastewater systems.
- Skill in analyzing and resolving water and wastewater operations issues.
- Skill in the use of tools, materials, and equipment used in sanitation facilities.
- Skill in establishing and maintaining effective working relations with co-workers and representatives from other local, state and federal agencies.
- Skill in reading and evaluating blueprints and technical schematics.
- Skill in operating a personal computer utilizing a variety of software applications.
- Skill in reading/evaluating design drawings, plans, specifications and technical schematics.
- Skill in assessing and prioritizing multiple tasks, projects and demands.
- Skill in using analytical and research techniques to define and solve problems.
- Skill in reading, redlining and finalizing technical O&M manuals.
- Skill in working with deadlines to complete projects and assignments.
- Minimum Education:
A high school diploma or GED equivalent. - Minimum Experience:
Non-supervisory – Eight (8) years of water and wastewater treatment plant operations and/or maintenance experience. An equivalent combination of relevant education, certifications, and/or training may be substituted for experience.
- Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.
- Requires occasional travel to remote locations by boat, snowmobile, ATV or small plane.
- May be exposed to infectious diseases and hazardous working environments with heavy machinery and extreme weather conditions.
KNOWLEDGE and SKILLS (continued):
