This listing is for a Utility Financial Analyst 4 position in the Regulatory Commission of Alaska.
Responsibilities- Supervise, schedule, and coordinate the work of the Finance Section.
- Conduct detailed technical analysis of utility and pipeline rate filings of high complexity, including financial audits of revenue requirement, cost of service, and rate design studies.
- Perform related testimony and proposed tariff revisions; verify mathematical accuracy and reasonableness of proposed rates using auditing techniques and rate making principles.
- Determine elements of revenue requirements, including verification and normalization of operating expenses, rate base, and taxes; establish return on rate base or apply TIER as appropriate.
- Prepare detailed, well-supported written and oral recommendations for the Commission in both public and adjudicatory settings.
- Utilize databases for research and spreadsheet/word processing tools to develop and review calculations and written reports.
- Collaborate with utility representatives and Commission staff to ensure accuracy of proposed rates and timely Commission rulings within statutory timelines.
Any combination of education and/or experience that provides competencies in the following areas:
- Accounting:
Knowledge of traditional accounting practices including accrual, obligations, and cost methods. - Decisiveness:
Ability to make well-informed, timely decisions, even with limited data. - Planning and Evaluating:
Ability to organize work, set priorities, and determine goals and resource needs; coordinate with other organizations as needed. - Political Savvy:
Understanding of internal and external politics that impact the work of the organization. - Technical Credibility:
Ability to understand and apply specialized regulatory principles, requirements, and policies.
Equivalent to those typically gained by combining post-secondary education and/or progressively responsible professional experience in accounting, finance, public administration, or a closely related field/industry.
