Workforce Development Director
Alaska Primary Care Association (APCA) seeks a Workforce Development Director to manage the interrelated programs, grants, and projects of the Workforce Development (WFD) department. The role requires leadership, operational accountability, and a drive for workforce development program excellence. The Director will implement efficient and effective programs to reach Alaskans through high‑quality instruction, employ strategic planning for new and existing initiatives, supervise department staff, and ensure budget deployment aligns with program goals and objectives.
Essential Duties and Responsibilities- Lead the WFD Department to complete organizational strategic initiatives.
- Set, guide, and monitor the strategic direction of the department; design and implement the strategy to achieve the vision.
- Uphold and model the tone, culture, and values of APCA.
- Support the professional development of WFD staff members.
- Serve as a direct supervisor to selected staff and ensure they can perform their duties.
- Inspire the team and contribute as an active member of APCA’s Leadership Team.
- Develop programming and operational efficiency in collaboration with the APCA Leadership Team.
- Contribute to the development and management of department budgets across funding sources.
- Employ personnel and other budgetary resources to maximize effectiveness and efficiency.
- Assure accountability for grant and contract revenues and assets.
- Ensure compliance with federal, state, and local funder guidance, regulations, and law in grant and program implementation.
- Work with business development to plan for sustainable funding.
- Implement and manage grants to assure completion of deliverables and appropriate reporting to funders.
- Adhere to program review systems that facilitate decisions about program longevity, value, and sun setting.
- Oversee the procurement process for department contract services and goods, ensuring compliance with funder and APCA policy.
- Monitor contracts and subrecipient agreements for completion of deliverables and appropriate use of funds.
- Employ sound management techniques to protect APCA from risk and mitigate risk exposure.
- Track program and project success, engage in continuous quality improvement activities, and seek funding sources.
- Contribute to data management and use data to inform program decisions.
- Promote the use of discretionary funding to ensure organizational stability.
- Promote intentional growth for the department and the organization, evaluating new revenue sources that support APCA’s mission, vision, and values.
- Works under the direct supervision of the Chief Program Officer.
- Assesses performance through review of work, integration, cooperation within the Department and APCA, communication with stakeholders, and quality and timeliness of deliverables.
- Supervises senior managers, managers, coordinators, and other WFD staff.
- Fluency in written and spoken English required.
- Superior written and oral communication skills.
In‑city travel by personal vehicle for meetings, tasks, and errands as needed; in‑state travel may occur. Mileage is reimbursed per APCA policy.
Hours per WeekThis is a full‑time position, 40 hours per week. Generally, hours are 8:00 a.m. to 5:00 p.m.
Physical Requirements- Exert up to 10 pounds of force occasionally or negligible force frequently to lift, carry, push, pull, or move objects.
- Primarily sit for extended periods, with occasional standing or walking.
- Frequent use of hands for typing, writing, and handling documents.
- Occasional lifting or transporting of materials during events, meetings, or travel.
- Visual acuity sufficient to read and produce electronic and paper documents and perform computer work.
