Position Summary – This job listing will be posted until 01/23/2026. Under the direction of the Lead Evaluator, the Data and Evaluation Analyst supports APCA’s data and evaluation functions by conducting meaningful analysis, supporting evaluation design, and translating findings into practical insights for APCA programs and Alaska’s Community Health Centers. The role applies both qualitative and quantitative approaches, supports the development and management of evaluation tools, and contributes to continuous improvement of APCA’s data systems.
The analyst exercises independent judgment within defined project scopes and contributes specialized analytical expertise across multiple initiatives, including the Rural Health Transformation Program and Medicare Shared Savings Program (MSSP) reporting and module adoption. The role reflects the Analyst grade level, requiring specialized skills, results‑oriented thinking, and the ability to interpret data in ways that inform decision‑making and program performance.
- Support development and implementation of evaluation plans, logic models, methodologies, and data collection strategies.
- Assist with the design and administration of surveys, interviews, focus groups, and other tools.
- Conduct literature reviews, environmental scans, and quality assurance activities.
- Help prepare evaluation summaries, reports, and presentations tailored to diverse audiences.
- Apply analytic methods to interpret data and identify key findings that support program improvement.
- Support organization‑wide outcomes tracking and evaluation initiatives.
- Collect, organize, and analyze data from multiple internal and external sources.
- Identify trends, patterns, and insights relevant to decision‑making and program performance.
- Conduct systematic quality checks to ensure data accuracy and integrity.
- Provide technical assistance to APCA staff and Community Health Centers on evaluation metrics, reporting requirements, and data interpretation.
- Support implementation and understanding of new data modules for the Medicare Shared Savings Program (MSSP).
- Strengthen analytic capacity for the Rural Health Transformation Program by producing meaningful insights and actionable recommendations.
- Maintain communication with APCA teams, funders, and community partners related to data and evaluation activities.
- Participate in work groups, peer networks, and collaborative efforts that strengthen data and evaluation capacity.
- Provide training and technical assistance to health centers on evaluation processes, performance monitoring, and data use.
- Contribute to grant reporting, documentation, and planning through data-informed insights.
- Associate’s degree in public health, evaluation, social sciences, or a related field.
- 2–4 years of relevant experience in research, data analysis, or program evaluation.
- Demonstrated ability to apply qualitative and/or quantitative methods.
- Experience supporting or implementing evaluation processes or tools.
- Strong analytical, organizational, and communication skills.
- Ability to summarize and present findings clearly to both technical and non‑technical audiences.
- Ability to work independently and collaboratively.
- Bachelor’s degree in evaluation, public health, statistics, social sciences, or related field.
- Experience conducting qualitative analysis.
- Experience contributing to program or organizational evaluation efforts.
- Familiarity with Community Health Centers or public health settings.
- Ability to compute basic descriptive statistics (percentages, means, medians) including cross tabulations and confidence intervals.
- Ability to present data and research findings in a variety of formats that clearly identify patterns in the data and potential disparities (e.g., reports, oral and visual presentations, such as data visualizations or geospatial mapping).
