Overview
Journeyman Plumber II- DEHE Construction Field Operations role at Alaska Native Tribal Health Consortium (ANTHC). The position involves installing, inspecting, troubleshooting, and repairing complex plumbing systems in rural Alaska, operating independently or with minimal supervision while adhering to applicable codes and engineered systems.
Responsibilities- Inspect, install, repair and replace plumbing systems per current Uniform Plumbing Code (UPC) and engineer’s design; follow standard construction documents.
- Ensure compliance with safety, building code and inspection requirements and follow the Site-Specific Safety Plan.
- Estimate time and material costs for plumbing installation and repair; manage inventory onsite and coordinate duties with the on-site Field Crew.
- Communicate completed and planned project work with the on-site project lead; maintain basic documentation and prepare reports; guide lesser experienced workers; adhere to safety protocols.
- For Journeyman Plumber II: prepare material take-off orders; estimate job costs; build schedules; plan, lay out, direct and inspect plumbing apprentices and other workers.
- Identify plumbing and safety problems; implement corrective actions using appropriate parts and tools.
- For Journeyman Plumber III: work with mechanical administrator, construction managers, project engineers, and project superintendent to plan, lay out, direct and inspect work; ensure work aligns with plans and specifications; review schedules and budgets; may serve as project lead on plumbing and mechanical projects; mentor and train staff.
- Minimum Education:
High school Diploma or GED; completion of approved Plumber Apprenticeship Program. - Minimum Experience:
Journeyman Plumber I:
Non-supervisory – Certificate of Fitness as Plumber Journeyman. Journeyman Plumber II:
Non-supervisory - Four (4) years of experience and a current Certificate of Fitness as Journeyman Plumber. Journeyman Plumber III:
Non-supervisory - Eight (8) years of experience and a current Certificate of Fitness as Journeyman Plumber and two (2) years’ experience with the Alaska Tribal Health System or other force account method of rural (non-road) plumbing experience. - Minimum License:
Current State of Alaska Journeyman Plumber License OR obtain Alaska State Journeyman Plumber License within 6 months of hire; valid Alaska driver’s license with clean driving record within 6 months of hire. - Preferred Experience:
Journeyman Plumber III – Supervisory experience (2 years minimum) supervising journeyman and/or apprentice plumbers. - Other Requirements:
May work outside traditional schedule; may be on-call for emergencies; frequent travel to remote locations by small plane, boat, snowmobile, or ATV; may be required to obtain technical certifications and programming language skills as needed.

Knowledge of Alaska Native cultures and rural Alaskan communities; knowledge of sanitation facilities construction; knowledge of rural Alaska logistics, conditions, and construction materials; knowledge of cold weather construction; strong skills in interpreting plans and specifications; ability to prepare plumbing material take-offs and communicate effectively with engineers and field staff; ability to determine materials and cost estimates; ability to perform the full range of plumbing and mechanical tasks independently.
