Essential Duties and Responsibilities
  • Conduct OPA 90 announced and unannounced PREP exercises.
  • Conduct Railroad Commission Rule 36 H2S, NM 19.15.11 H2S, PHMSA part 192 underground storage well, and PHMSA part 195 NGL exercises
  • Facilitate IC 100, 200, 300 refreshers for gas and liquids pipelines as well as fuel terminal operations.
  • Supervise contractors, subcontractors, and field personnel during emergency responses.
  • Write, complete reviews, and do annual updates of Facility Response Plans, Integrated Contingency Plans, and H2S Contingency Plans.
  • Oversee contracts, review proposals, and grant work to contractors for Emergency Response projects.
  • Preparing compliance documentation, analyzing data, and preparing reports for internal support and external communications.
  • Developing Geographic Response Strategies.
  • Support Operations and Environmental Compliance Specialist during Emergency Responses outside of normal business hours.
  • Subject matter expert on agency audits (EPA, PHMSA, USCG, BSEE, TGLO).
Requirements
  • HS Diploma or equivalent.
  • 6+ years’ experience in Emergency Response related position.
  • Excellent verbal & written communications skills and able to effectively interface with all levels of management, field personnel, and professionals.
  • Must be able to multi-task, prioritize work and adaptable to changing due dates.
  • Demonstrated organization, attention to detail and communication skills.
  • Ability to manage work load independently and deliver timely and accurate results.
  • Capable of working well under restricted timelines and in a high‑pressure, fast‑paced environment.
  • Ability to provide excellent customer service across all levels of the organization.
  • Ability to drive a company vehicle and an acceptable motor vehicle record.
  • Experience in facilitation Emergency Response Exercises and documenting PREP requirements.
  • Knowledge of 49 CFR 192, 195, 194 and 40 CFR 112.
Preferred Qualifications
  • BA/BS Degree in environmental science/Biology or related field or equivalent work experience.
  • OSHA HAZWOPER 24‑hour training.
  • ICS 100, 200, 300.
  • TWIC card.
Working Conditions

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

· Usually, normal office working conditions.

· Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.

· Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
