Responsibilities- Lead program quality with experience in proposal development, BOEs, EVMS, and R&O management.
- Interface with program quality teams, programs, customers, and Integrated Product Teams (IPTs) to support technical quality, financial performance, and compliance with Raytheon procedures and contractual requirements.
- Build close relationships with external and internal customers and key partners.
- Manage and influence across multiple stakeholder levels.
- Ensure quality of delivered products and services, identify risks, uncertainties, and opportunities, and work with key team members to resolve customer expectations and mission assurance concerns.
- Develop and implement strategic and tactical Mission Assurance plans that shape program implementation.
- Improve processes or systems through conceptual reasoning and interpretation skills.
- Assure inclusion of quality requirements, planning, and consistency for program proposals and manage the quality budget.
- Lead root‑cause corrective action (RCCA) and FRACAS activities for systemic issues.
- Drive initiatives to reduce program costs, mitigate risks, and capture opportunities.
- Implement APQP (AS9145) where applicable.
- Support design development through POD (Proof of Design) and POM (Proof of Manufacturing).
- Establish manufacturing readiness strategies and execute OCONUS activities.
- Bachelor’s degree in STEM (Science, Technology, Engineering, or Mathematics) with a minimum of ten (10) years of engineering experience.
- Experience with ISO 9001 and/or AS9100 Quality Management Systems.
- Experience with performance to cost, schedule, and technical performance, including Earned Value methodologies.
- Technical program assistance experience for manufacturing and design processes.
- U.S. citizenship and eligibility to obtain and maintain a DoD Secret clearance.
- SIX Sigma, Lean, CORE, or ASQ certification.
- Active U.S. security clearance.
- EVMS certification.
- Experience with IPDS or similar gate‑management processes.
- Experience in engineering, supplier engineering, or operations.
- Experience establishing cost estimates and BOEs.
- Excellent verbal and written communication and networking skills.
- Hands‑on problem‑solving in business and technical contexts.
- Team‑player mindset with a focus on continuous improvement.
- Experience in leadership roles.
- Experience in contract flow and compliance.
- Experience with engineering processes, change management, and part selection.

- Salary range: $124,000 – $250,000 USD (good‑faith estimate).
