Accounting Manager, Financial Reporting
This position will be assigned to the Air Force Service Center, Port San Antonio, TX.
This is a regular full-time category position with guaranteed 40 hours per week. Employees appointed to a regular category position are eligible for benefits.
DutiesApplies professional accounting skills in monitoring and performing procedural activities involving the entire accounting process. Uses double-entry accrual accounting methods in accordance with existing DoD and AF regulations and guidance, as well as generally accepted accounting principles (GAAP), practices, and theories for the assigned AF Central Funds. Duties include recording transactions in the appropriate general ledger (GL), maintaining subsidiary ledgers (i.e., investments, construction, insurance, etc.)
and documenting monthly reconciliation with GL control accounts, maintaining charts of accounts, closing of accounting periods and preparing monthly, quarterly, and annual financial statements. Ensures financial statements are materially correct in all respects, prior to review by supervisors. Determines the need for new general ledger account codes (GLACs) and advises Branch/Division Chiefs and Budget Division, as required. Assigns GLACs to transactions and prepares/posts journal entries.
Reviews and approves GL input from other sources, prior to entry into the GL to ensure the entries are correct and complete. Each month, prepares required adjusting and closing entries for assigned AF Funds. Makes required financial statement format changes, after coordinating with Branch Chief. Produces monthly profit and loss statements for each of the assigned AF Funds and programs, as required.
Monthly, analyzes GL accounts and provides written analysis of each fund's activity and written explanations of significant variances. Prepares other reports, statements, and schedules as required by management. Assists in the annual NAF budgeting process by providing supervisors the projected income and expenses for assigned AF Funds. Provides accounting guidance and advice based upon well-established accounting principles, theories, techniques and methodology.
Advises Branch Chief on required software changes. Maintains hard copy documentation for each of the funds for which responsibility has been assigned. Processes interfund transfers, tracks claims for various programs within the assigned AF Funds, closely monitors/tracks GLACs associated with construction projects. Works closely with the program managers and functionals in every aspect of the assigned AF Funds' GLs, including construction projects, investments and quarterly dividends.
Jointly responsible for Agency check stock. Performs other duties as required, including backup for other accountants.
