Planner II – Research & GIS Team

Full‑time, permanent position located at the Heritage Office Complex, 2664 Riva Road, Annapolis, MD 21401 within the Anne Arundel County Office of Planning and Zoning (OPZ), Planning Division.

Nature & Variety of Work

An employee in this class is fully proficient in performing a wide variety of planning functions. Employees must exercise considerable judgment in carrying out assignments that are broad and varied in scope and nature.

Responsibilities
  • Assist with planned land use and comprehensive zoning, land preservation, and water and sewer infrastructure planning.
  • Support long‑range planning projects and develop custom GIS applications.
  • Maintain GIS databases, update datasets, and develop static and web‑based map products.
  • Gather, analyze, and interpret data related to local social, economic, population, housing, industrial development, zoning, and land uses.
  • Prepare written reports on planning matters, review and analyze legislative provisions, and prepare revised drafts of laws or regulations.
  • Conduct or assist in conducting special studies; develop and coordinate development plans for open space, parks, recreation facilities, shopping centers, office/apartment complexes, etc.
  • Assist in the preparation of graphic materials concerning planning problems and elements of Plan 2040 and Region Plans.
  • Provide information and assist governmental agencies and citizens on property‑use regulations.
  • Present findings and recommendations effectively in both oral and written form.
  • Develop and maintain spatial data and associated metadata, and perform analysis and research utilizing GIS and relevant technology.
  • Document workflows and standard operating procedures for repetitive tasks.
  • Communicate directly with internal and external customers regarding contract deliverables, technical information, and services.
Minimum Qualifications
  • Bachelor’s degree from an accredited four‑year college or university with coursework in planning, geography or a closely related field.
  • Two (2) or more years of professional planning and zoning experience (or related field).
  • Valid non‑commercial Class C motor vehicle operator’s license.
Preferred Qualifications
  • Two (2) or more years of professional planning and zoning work.
  • Two (2) or more years of experience working with Esri ArcGIS Pro GIS software and Esri applications (Experience Builder, Dashboards, Instant Apps, ArcGIS Hub, ArcGIS Urban).
  • Experience applying GIS in local government (community planning, regional planning, or community development).
  • One (1) or more years of professional experience using scripting languages such as SQL, R, or Python.
  • Proficiency with Esri ArcGIS software and applications (Experience Builder, Dashboards, Instant Apps, ArcGIS Hub, Survey
    123).
  • Experience developing custom maps with cartographic design.
  • Experience developing and maintaining spatial data and metadata.
  • Experience with database software, spreadsheets, and word processing.
  • Ability to understand and follow oral and written instructions and sketches.
