Main Purpose of Job

This position contributes to the conservation, restoration, resilience, and stewardship goals of the state’s coastal communities and resources by providing support to a team of program and fiscal managers and ensuring effective and efficient workflows on grant award and fund management. The administrator applies a solid understanding of individual program management goals and requirements and the necessary fiscal controls to contracting, program implementation, and tracking processes.

Staff assist in the successful advancement and implementation of partnerships and projects funded through multiple federal agency awards and a unique state shoreline loan program.

Staff assist in successful daily Unit operations by bridging knowledge of both technical and fiscal program requirements to ensure effective project implementation. They evaluate applicable federal, state, and local laws, codes, rules, and regulations governing fund sources and organize Unit efforts to incorporate these requirements in program and project implementation practices and processes. The position coordinates consistent process improvements and system access for a variety of federal fund sources by organizing workflows and setting goals and deadlines on a variety of funding operational materials.

These may include budgeting principles; contract management principles and practices; project management methods; and report‑writing techniques.

Staff support work to pursue new funding opportunities (e.g., resilient infrastructure, marine debris), prepare and submit annual and multi‑year operation awards, standardize sub‑awards, meet reporting and re‑budgeting needs, and close out awards.

MINIMUM QUALIFICATIONS
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience:

    Five years of administrative staff or professional work.
  • Substitutions:
    • 30 credit hours from an accredited college or university for each year up to four years of the required experience.
    • A Bachelor’s degree from an accredited college or university with one year of experience in administrative staff or professional work for the required experience.
    • A Master’s degree from an accredited college or university for the required experience.
    • U.S. Armed Forces military service experience as a commissioned officer involving staff work related to administration of rules, regulations, policy, procedures and processes, or oversight of unit operations, or functioning as a staff assistant to a higher ranking officer on a year‑for‑year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
  • Experience supporting fiscal aspects of federal grant or award management.
  • Experience in technical aspects of award management, including proposal development and reporting.
LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require motor vehicle operation. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license in the State of Maryland.
