Senior Compliance Officer

Chesapeake Bay Trust, a non‑profit grant‑making organization, seeks a Senior Compliance Officer to support the Program and Administration teams by ensuring compliance of grant‑making policies, procedures, and documentation with federal and other regulations, including 2 CFR Part 200 and requirements set by funding partners.

Position Background

The role reports to the Administration Manager, requires at least one day in‑office per week, and is a full‑time salaried position (40 hours per week). It offers the opportunity to design efficient processes that meet the Trust’s funders’ requirements and enable the program team to focus more on programmatic work.

Primary Responsibilities
  • Design, revise and document efficient processes to ensure existing and new funding partnerships are compliant.
  • Implement steps to ensure Trust processes, protocols and tools comply with federal and partner requirements, including:
    • Proactively conduct annual (or more frequent) gap analyses between 2 CFR 200, agency grant guidance and the Trust’s policies, operationalizing any required updates.
    • Reactively review new federal guidance such as EPA RAIN updates, operationalizing necessary changes.
    • Review specific terms and conditions of new partnerships before execution and operationalize changes to protocol or tools.
  • Serve as the subject‑matter owner of 2 CFR 200 and related regulations, ensuring 100 % compliance while helping community‑based grantees understand requirements.
  • Track deliverables and review all report submissions, including federal financial reports, MBE/WBE/DBE reports, to ensure compliance.
  • Develop training materials and lead staff and grantee training on compliance matters.
  • Manage a compliance task checklist to ensure adherence to requirements.
  • Serve as administrator for Trust activity on Grants.gov and SAM.gov platforms.
  • Provide support for the annual Single Audit.
  • Manage the process of updating programmatic forms and documents (grant agreements, contracts, RFPs, terms & conditions) to ensure compliance.
  • Monitor a sampling of compliance‑related tasks handled by the program team, such as federal single audit review and awardee report delinquency.
Flowdown Compliance of Awardees (Grantees/Subrecipients and Contractors)
  • Own and update the “Frequently Asked Questions” document for a grantee audience, providing guidance in plain language.
  • Make determinations of allowable and unallowable costs and communicate them to Trust staff and awardees.
Oversight of Staff

The position has three direct reports who assess grantee budgets for compliance with federal cost principles, and also has dotted‑line responsibilities to other work managers.

Preferred Qualifications And Skills
  • Associate or bachelor’s degree in accounting, auditing, business management, legal studies, public policy or related field with 3‑5 years of direct federal grant compliance experience, or 7‑9 years of experience with no degree.
  • Knowledge of post‑award grant requirements and processes.
  • Knowledge of nonprofit and/or government accounting practices, regulations, software, and fiscal reports.
  • Knowledge of 2 CFR 200 and other OMB regulations and awareness of Federal Acquisition Regulations.
  • Federal grant management experience.
  • Ability to work independently, set priorities, and act under pressure.
  • Strong organizational, problem‑solving and project execution skills.
  • Experience managing a small team, including oversight, performance feedback, mentorship and development.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office suite.
Benefits and Salary

Salary ranges from $80,000 to $90,000 annually, commensurate with experience.
