The Maryland Department of Transportation, The Secretary's Office (MDOT TSO), is actively seeking a visionary and accomplished Human Resources professional to assume the role of Modal HR Business Partner Manager (DOT Executive IV). In this pivotal position, the selected candidate will act as the HR liaison bridging Modal Administrations and The Secretary's Office (TSO) Human Resources, serving as a conduit to align Modal Administration requests with TSO's HR strategy and vision.
The position functions as a high-level HR manager and will be deeply engaged in all facets of Human Resources, spanning TSO and multiple Modal Administrations. A primary emphasis in this role is the delivery of exemplary customer service and fostering effective teamwork. The ability to comprehend and mediate the diverse needs of both Modal Administrations and TSO is central to achieving success in this vital position.
Some of the essential duties of the Modal HR Business Partner Manager include, but are not limited to the following:
- Provide operational HR support as the designated point of contact for TSO and Modal partners, ensuring consistent interpretation and application of HR policies and procedures.
- Lead and coordinate the strategic administration of TSO HR functions, encompassing recruitment, employee and labor relations, classification and compensation processes, and major employee programs and events.
- Understand modal administration operations and advocate for their needs, ensuring their priorities are effectively represented within the TSO office.
- Deliver high-quality customer service and foster collaborative problem-solving, strengthening relationships across Modal and TSO HR teams.
- Champion HR best practices that align with MDOT's goals by engaging Modal and TSO partners in discussions on business strategies and workforce priorities.
- Partner with functional areas within HR, TSO, and Modes to develop streamlined strategies and processes for all activities that impact employees to support the modal administrations while closely collaborating with TSO Office of Human Resources.
- Stay updated on the latest legal and regulatory environments to offer valuable insights into best practices and compliance practices for Modal Administration and TSO personnel.
- Collaborate with Modal HR Directors on HR Transformation initiatives, contributing to the modernization and improvement of HR.
- Assume the role of acting Director of Human Resources in the Director's absence.
This position directly supervises TSO staff, provides guidance and policy interpretation to Modal Administrations, and develops MDOT-wide HR programs and policies.
The current vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD. (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

QualificationsPreferred Qualifications:
Education: A bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field.
Experience: Six (6) years of progressive human resources management experience in leading and administering programs in Labor Relations, Compensation and Classification, Employee Employer Relations, Talent Acquisition, and Benefits. Three (3) years of the six years of experience must involve working with departmental managers as it relates to employee relations issues, collaborating with leadership to align HR strategies and initiatives with the organization's business goals, and supervising others.
