Job Description

Founded in 1990, award winning AFG Group, Inc. provides a full range of program, project and construction management services to our clients - from project planning, definition, design, and construction, through commissioning, relocation, and move-in.

Construction Management Representative

AFG Group, Inc. is seeking an experienced Construction Management Representative (CMR) to provide full-time onsite construction management support for a National Park Service historic rehabilitation project in Anniston, Alabama.

The CMR will serve as AFG's primary onsite representative supporting NPS and will function as the Government's eyes and ears in the field. The successful candidate must be capable of independently monitoring construction activities, identifying and documenting deficiencies, reviewing contractor performance, supporting cost and schedule analysis, and maintaining professional communications with NPS, the construction contractor, architect/engineer, and other project stakeholders.

This position requires a seasoned construction professional who understands the responsibilities and professional boundaries of an Owner's Representative/CMR and can protect the Government's interests without assuming the contractual authority of the Contracting Officer or COR.

Primary Responsibilities

The selected CMR will be expected to:

  • Provide full-time onsite construction management and field representation throughout construction.
  • Observe construction activities for general conformance with drawings, specifications, contract requirements, approved submittals, and applicable standards.
  • Prepare accurate and detailed daily construction reports
, photographs, field observations, and documentation of contractor manpower, equipment, progress, weather, safety conditions, delays, and significant events.
  • Identify, document, communicate, and track construction deficiencies, nonconforming work, and corrective actions
    .
  • Review and track RFIs, submittals, shop drawings, field questions, and project correspondence
    .
  • Participate in and support weekly construction progress meetings, preconstruction meetings, coordination meetings, and other project meetings.
  • Prepare or assist with meeting minutes and action-item tracking
    .
  • Review contractor payment applications and verify reported percentage complete against observed work and supporting documentation.
  • Review contractor schedules and schedule updates for progress, sequencing, logic, milestone achievement, delays, and potential impacts.
  • Support review and analysis of change orders, contractor proposals, differing site conditions, and time-impact issues
    .
  • Assist with preparation of Independent Government Estimates (IGEs) and contractor proposal analyses as required.
  • Monitor contractor QA/QC and safety activities and promptly report observed concerns.
  • Coordinate with architects, engineers, contractors, NPS personnel, and other stakeholders to support timely resolution of technical and construction issues.
  • Maintain project records within the Government-designated construction management/document control system.
  • Support punch-list activities, substantial completion, final inspections, as-built documentation, O&M manuals, warranties, and project closeout
    .
  • Maintain a professional, cooperative, and solutions-oriented working relationship with all project participants while consistently representing the Owner's interests.
