Utility Compliance Technician

SCHEDULE: Monday - Friday 7:00 am – 3:30 pm

What you will be doing

Performs significantly responsible work requiring good communication and decision‑making skills for the Utility Maintenance and Compliance divisions. Employee focus is on damage prevention of Water Resources underground infrastructure assets. Employee places an emphasis on enforcing and encouraging compliance with state legislation and Town water ordinances, policies and procedures. Documentation is essential to the recovery of lost revenue due to damage and unapproved uses.

Employees contribute to the strategic plan initiative of High Performing Government with a sustained effort at promoting water conservation and providing continuity of service to the ratepayers.

This position reports to the Water Resources Compliance Division Supervisor. This position has no supervisory responsibilities.

The Essentials
  • Provides technical assistance to citizens, contractors, and developers pertaining to compliance with the water distribution system and water conservation policies and procedures and/or violations.
  • Performs chlorine, bacteria tests and other water quality tests after pressure loss events.
  • Investigates sources of run-off water; samples run-off water in field, and tests for residual disinfection to assist in identifying sources of water.
  • Oversees contractors excavating and boring near critical Water Resources utilities to prevent damage and maintain system service and fire protection; documents contact information, issues and responses.
  • Ensures contractors have valid NC 811 locate tickets, DOT encroachment and observe town ordinances, specifications and policies regarding excavation and placement/installation of dry utilities.
  • Attend pre-construction meetings with contractors and developers to represent the interest of the water system.
  • Investigates water and sewer infrastructure damage by private contractors; documents and photographs site to determine NC 811 compliance.
  • Performs quality control inspections on the work of third-party backflow/cross connection testers approved by the ORC.
  • Tracks and follows up on reports of improper usage or leaks in the water and wastewater systems; resolve problems.
  • Assist with existing Grease Trap inspections and FOG compliance.
  • Identifies, detects, and, when appropriate, repairs leaks within the water distribution system.
  • As needed, participates with utility maintenance work teams in the performance of semi‑skilled and skilled equipment operation and utility repairs.
  • Leak identification may be through observation in the field, observations from other Town employees, analysis of water usage data, or other means.
  • Operates leak detection equipment and coordinates detection and repairs on Town system with other staff members.
  • Coordinates Town documentation and verifies remedy for leaks that customers are responsible for repairing.
  • Reads and interprets site plan maps and compares utility manholes, water valves and line locations to those portrayed.
  • Utilizes GIS in determining utility locations, documents and reports discrepancies.

Job Duties
  • Serves on-call rotation with other water/sewer staff
  • Assists Cross Connection ORC in locating and verifying cross connection hazards.
  • Maintains and deploys hydrant meters for commercial use.
  • Completes routine work orders and special reports
  • Perform all related duties as required
What you’ll need

Any combination of education and experience equivalent to graduation from high school, community college or technical institute. Knowledge of water distribution systems is preferred.

Special Requirements
  • Possession of a valid North Carolina Class B driver’s license (or ability to obtain in 6 months)
  • NC State Water Distribution System "B" Certification (or ability to obtain within 1 year)
