This position is located within the Tohono O'odham Nation Health Care (TONHC) Hospital and Clinics. The work involves developing innovative solutions to complex technical problems; establishing operational standards, leading strategic projects, and evaluating program effectiveness within the Health Information Management Services (HIMS).

The HIMS Supervisor provides leadership and supervision to the HIMS Department under TONHC hospital and clinics under the Chief Medical Officer's general direction. The incumbent is responsible for administrative matters, ensuring the functions of the HIMS departments operate at optimal level and are in full compliance with regulatory requirements. Responsibility includes setting and carrying out the strategic direction, mission, and vision for TONHC Hospital and Clinics Health Information Management Services.

• Interpret national health record policies and standards for application at the Hospital and Health Centers level. Represent TONHC Hospital and Clinics at local and national meetings.
• Formulate health record policies specific to TONHC Hospital and Clinics and direct their application; write policies and procedures for medical records, electronic health records, and paper records as applicable.
• Evaluate Health Center level of compliance with the Joint Commission (TJC) applicable continuous quality improvement standards and monitor operation of Health Center record centers under HIPAA, Privacy Act, and Freedom of Information Act.
• Direct overall operations of the HIMS program and provide leadership and guidance to other TONHC Hospital and Clinics facilities, ensuring an integrated, consistent, and comprehensive patient health records system.
• Develop, analyze, and implement procedures for assuring proper inter‑departmental and intra‑departmental workflow.
• Continually evaluate and review procedure adequacy; modify as necessary to meet latest technical requirements and techniques; evaluate statistical data identifying program adequacy to management.
• Ensure departmental goals and objectives are consistent with the TONHC strategic plan and provide advice and assistance in health information requirements and medicolegal aspects to the Sells Hospital and Health Centers.
• Serve as an advisor to management on all phases of health information management. Serve as CO-Chair (with Medical Staff) of the TONHC Hospital and Clinics Health Information Management Committee (HIMC), composed of medical and professional services members.
• Provide advice on the adequacy of health records and medicolegal aspects of health record operations at Health Centers. Produce medical statistical reports to assist hospital management and accrediting agencies in evaluating the quality of clinical care.
• Assist Compliance Officer in training and educating staff on key requirements of Privacy Standards, including limits on use and disclosure of protected health information, individual rights under regulations, and administrative requirements.
• Accept subpoena duces tecum as custodian of the health record, review subpoenaed records for completeness with medicolegal requirements, confer with the TON attorney, and, when necessary, appear in court to fulfill legal requirements. Prepare records in tort claims.
• Utilize Electronic Health Record template approval criteria to ensure that EHR templates are acceptable for use.
• Implement and utilize various auditing mechanisms to ensure coding compliance. Develop and implement a comprehensive internal quality control system within the HIMS program. Determine the effectiveness of such controls and their impact on the program.
