Job Summary

We are seeking a Project Management Specialist II to lead internal projects from initiation through completion. The role involves planning, resourcing, staffing, monitoring progress, troubleshooting, and delivering results with timely schedule, budget, and scope management.

Preferred Skills and Experience
  • Creates, manages, and reports on Integrated Master Schedule (IMS) and maintains risk database with all functions.
  • Proficient in Microsoft Project, Deltek Open Plan, or similar scheduling software.
  • Advanced Microsoft Office skills (Excel, Word, PowerPoint, Access).

Essential Functions
  • Manages all aspects of complex projects throughout the project lifecycle: planning, scope definition, design, execution, and delivery.
  • Liaises between project members, cross‑functional teams, external vendors, and stakeholders to ensure clear communication of deliverables, requirements, schedules, and costs.
  • Assists with selection, negotiation, and management of external consultants or vendors.
  • Utilizes appropriate tools to plan project timelines, tasks, milestones, and deadlines.
  • Plans and facilitates project meetings to align the team and track progress.
  • Prepares agendas, meeting notes, and project summaries.
  • Tracks progress against milestones, budgetary guidelines, and other performance indicators, reporting to senior management.
  • Monitors task completion status to identify at‑risk tasks and develop mitigation plans.
  • Allocates resources, budgets, and hours, adjusting allocations as necessary.
Required Qualifications
  • Required education and experience: Associate's Degree and 2–4 years’ experience OR equivalent combination of relevant education and/or experience.
  • Critical technical skills: Proficient in Microsoft Office (Excel, Word, PowerPoint).
Preferred Qualifications
  • Preferred education and experience: Bachelor’s Degree.
  • Discipline/Major: Business degree or related discipline preferred.
  • Additional certifications: Project Management Certification preferred.
  • Knowledge, skills & abilities: Oral and written communication, building collaborative relationships, detail oriented, meeting deadlines, fit/gap analysis, needs analysis, project management, project controls, project development, project documentation, project estimation, project evaluation, project implementation, project planning and scheduling, project status reporting, scope management, stakeholder management, project management software.
Physical Requirements
  • Must be able to remain in a stationary position at a desk and/or computer for extended periods.
  • Requires regular movement throughout GD‑OTS facilities.
  • May need to stand for long periods.
  • Work primarily in a climate‑controlled environment with minimal safety/health hazard potential.
