Overview
Manager II – Texas Health and Human Services Commission (HHSC) – Arlington, TX
Location:
2561 Matlock Rd, Arlington, TX
Schedule:
Day, 8 AM–5 PM, Monday–Friday, with up to 35 % travel, weekend, and on‑call duties as required
Compensation: $5,098.66 – $8,304.83 monthly (TEXAS-B-23) – 12 % paid health insurance for full‑time eligible employees, defined benefit pension plan, generous time off, and career advancement opportunities
Telework:
Eligible for telework under HHSC telework policy
- Coordinate and lead regional team in conducting certification surveys, licensure inspections, and investigations of long‑term care facilities to ensure compliance with state and federal laws and regulations
- Schedule, plan, and monitor staff training, performance appraisal, and professional development activities for nursing, social work, dietician, and pharmacy staff in the regional team
- Track, monitor, and coordinate program activities to meet deadlines and data entry requirements for all visits and surveys
- Evaluate program procedures and processes for effectiveness through review of statistics, reports, and best practices, and report results or recommend improvements
- Serve as liaison for assigned area on complex issues with agency staff or outside entities, and participate in the Regional Management Team
- Assist RD/ARD in performing administrative tasks as assigned, including preparation of reports and documentation for certification and licensure activities
- Be available for on‑call duties for emergencies such as weather events, high‑priority situations, and emergency licensure actions within facilities or at providers
- Bachelor’s degree from an accredited college or university in public administration, health care administration, business administration, or related discipline
- Must have Surveyor Minimum Qualifications Test (SMQT) Certification or obtain within 12 months of hire
- Minimum of 2 years’ supervisory, managerial, or professional experience in a Texas state agency Long Term Care Regulatory program, or equivalent experience with a long‑term care provider
- Knowledge of local, state, and federal laws and regulations relevant to program area; knowledge of agency program policy and monitoring systems
- Strong communication, problem‑solving, decision‑making, interpersonal, and leadership skills, with proficiency in Microsoft Office (Word, Excel, Access, Outlook)
- Ability to plan and direct program activities, establish goals, and meet deadlines while managing competing priorities
- Must be able to work non‑standard hours (early morning, late evening, overnight, weekends) and travel up to 35 %; reliable transportation required
