Boeing Defense, Space and Security (BDS)

has an exciting opportunity for a Business Development Strategy, Competitive Assessment Representative (Level
4) to join the Competitive Assessment team. This role is based in Arlington, VA
.

This position will report to the Campaign and Competitive Analysis team within the BDS Business Development and Strategy (BD&S) organization. The team engages with campaigns across BDS to support the pursuit and capture of new business opportunities. It is an agile, cross-disciplinary team that combines technical, financial, and business development knowledge to drive independent competitive assessments, inform capture strategies, and recommend affordability and price‑to‑win ranges for specific campaigns.

Candidates should have an overall understanding of the current Space Force and military market, competitors, and financials. They must be a dynamic self‑starter comfortable managing ambiguity and analytic uncertainty. Strong communication and organizational skills are critical, as is the ability to build relationships, collaborate cross‑functionally, and proactively identify and manage risks and opportunities.

Position Responsibilities
  • Conduct competitive assessment analysis, including leading technical teams to develop competitor strategies and trade‑offs between different design approaches.
  • Perform primary and secondary research to provide insights on technical and business aspects of competitor approaches for domestic and international campaigns.
  • Contribute to all phases of competitive assessment activities by executing business capture techniques and processes, including facilitating discussions with colleagues across BDS functions.
  • Collaborate with campaign teams to develop differentiating capture strategies.
  • Understand key cost drivers in design and offer approaches to develop price‑to‑win analysis.
  • Review customer acquisition documents such as Requests for Information (RFIs) and Requests for Proposals (RFPs).
  • Navigate analytic uncertainty while maintaining objectivity and transparency.
Basic Qualifications (Required)
  • Current bachelor’s degree or higher in a business or technical field.
  • Experience working on a response to a request for proposals (RFP) and contract support.
  • Experience collaborating cross‑functionally (engineering, program management, modification team, finance) and across multiple business units (BDS, BGS, BAO, etc.).
  • Experience preparing and presenting executive‑level briefings.
  • Strong communication, problem‑solving, and analytical skills.
Preferred Qualifications (Desired)
  • Active Top Secret/SCI Clearance with Sensitive Compartmented Information (SCI) is preferred.
  • Advanced degree in a technical and/or business/economics domain.
  • Familiarity with BDS products and competitive landscape.

Location
: 100% onsite in Arlington, VA. The selected candidate will be required to work onsite at one of the listed location options.

Security Clearance
:
Ability to obtain a U.S. Security Clearance requiring U.S. citizenship. An interim and/or final U.S. Top Secret Clearance Post‑Start is required.

Relocation
:
Assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.

Travel
:
Occasional travel for on‑site activities and user research at customer sites.

Shift
: 1st Shift.

Pay Range

Summary pay range: $129,200 – $174,800.
