We are seeking a Technical Training and Development Instructional Designer to support a professional services engagement for the Washington Metropolitan Area Transit Authority (WMATA) and other Government and Public Services clients. This position is a contract (contingent or W‑2) with potential conversion to a full‑time role.

Location: Washington, D.C. area and other Mid‑Atlantic regions (client site) at 1101 Wilson Blvd., Suite 1100 Arlington, VA 22209‑3901.

Provide instructional design services that empower WMATA’s technical workforce, including designing ILT, CBT, and blended content, creating storyboards, assessments, and facilitator guides using ADDIE/SAM. Support learning innovation, program evaluation, and accessibility compliance.

• Develop instructor‑led and computer‑based training materials; conduct training needs analyses.
• Collaborate with SMEs to create lesson plans, assessments, and multimedia content.
• Apply adult learning theory and accessibility standards (WCAG 2.2).
• Maintain project timelines, milestones, and risk management.
• Lead content reviews and quality assurance to ensure alignment with learning objectives.
• Collect and analyze learner feedback and assessment data to support evaluation.
• Contribute to training needs assessments, instructional design plans, storyboards, and training modules.
• Provide subject‑matter expertise and guidance on instructional design models.
• Support process engineering services to digitize existing workflows.

• Bachelor’s degree in Instructional Design, Education, or related field.
• 5+ years of instructional design or eLearning development experience, preferably in technical or transit domains.
• 3+ years of experience using ADDIE and instructional technologies.
• Experience with Adobe Captivate (Classic or new) and InDesign.
• Knowledge of WCAG 2.2 accessibility guidelines.
• Experience conducting workshops with SMEs.
• Strong communication, collaboration, and project management skills.
• Preferred:
  Project Management Certification (PMP or similar); prior transit technical training experience.
