Duties
* Serves as the strategic and integrated planning advisor/technical expert consultant and represents the USAF in matters relating to enterprise-wide civil engineering activities and discussions with the SAF, HAF, DoD agencies, Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), as well as the MAJCOM civil engineer staffs.
* Represents the Director of Air Force Civil Engineers and divisions in matters relating to enterprise-wide civil engineering transformational change, organizational change management (OCM) and continuous improvement.
* Establishes, interprets, and implements policies, guidance and procedures to provide oversight and management of civil engineer core tasks.
* Represents the concerns of the Air Force at senior strategic meetings and conferences; prepares staff studies and various documents to meet special needs; develop and gives oral presentations; leads and/or serves on steering committees. Requirements Conditions of employment

* Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).

* PCS cost will be paid IAW Career Broadening Policy under this agreement.
* Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
* Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
* Career Broadening also provides training and developmental opportunities at various organizational levels.
* These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
* TEMPORARY PROMOTION:
If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
* Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
* Employee may be required to work other than normal duty hours to provide direct support to leadership, conferences, or special initiatives or programs related to the AF Civil Engineer Career Field.

EXPERIENCE:
One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include expert knowledge, extensive experience, and proven special expertise in civil engineering financial programs with proven ability to develop and oversee large complex studies, projects and develop fiscal strategies in response to emerging CE mission requirements.
To be creditable, the specialized experience must have been at the GS-14 grade level or equivalent under other pay systems in the Federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE,

* Professional knowledge of a broad range of program management (comprehensive planning, asset management, mechanical, civil, electrical, and environmental) and engineering concepts, principles, and practices and knowledge of Air Force Civil Engineering goals and objectives.
* Extensive knowledge of a broad range of problem-solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering.
