Position: PROGRAM ANALYST with Security Clearance
Duties
* Develops, supports, and synchronizes strategies related to Total Force Human Capital Management and ensures congruence with Air Force Strategic Planning System processes and products, and other senior leader guidance.
* Program Management Analyst charged with full technical responsibility for planning, analyzing, or evaluating the risks, benefits, costs, and implications of formally integrating personnel and resources across all Air Force mission areas and all Air Force components in diverse unit organizational concepts on behalf of the Secretary and Chief of Staff of the Air Force to support senior leader and Major Command Human Capital force mix planning decisions.

* Leads, coordinates and supports efficiency analyses and force composition Human Capital analyses to support Design Blueprint force mix planning decisions.
* Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force SPPBE support actions. Requirements Conditions of employment

* Employee is required to obtain and maintain a Top Secret security clearance with SCI access
* This is a drug testing designated position. The incumbent is subject to random testing for drug testing.
* This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations. Qualifications Conditions of Employment Continued:

The incumbent may serve as a team leader for groups of employees working on special projects; however, the grade of the position is not based on leader duties and the GS Leader Guide was not used in determining the grade of the position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions, Management and Program Analysis Series 0343 SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for assessment and improvement of critical plans and programs for participating in or conducting strategy initiatives. Mastery of, and skill in applying, analytical and evaluative methods and techniques to issues or studies concerning the future operating environments and military capabilities.

Expert knowledge and skill in the application of mathematical and statistical analysis and various cost analysis techniques to lead or conduct specialized and individual economic, organizational, logistics, or manpower studies/analyses and the ability to teach personnel these techniques. Expert Knowledge of military command structure, missions, strategy, and organizational relationships, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

Expert Knowledge of the SPPBE process and all procedures, and schedules for developing Plans, Program Objective Memoranda, Budget Estimate Submissions and Financial Plans in support of the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
