Position: SUPERVISORY INTERNATIONAL RELATIONS OFFICER with Security Clearance
Duties The primary purpose of this position is:
To serve as a first level supervisor, International Relations Officer providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the International Affairs, Programming and Resources Division (SAF/IAPR). Duties:
* Plans, organizes, and directs the activities of International Affairs, Programming and Resources Division (SAF/IAPR), ensuring that SAF/IA complies with legal and regulatory requirements and meets customer needs.
* Exercises supervisory personnel management responsibilities.
* Represents SAF/IA with a variety of installation and functional area organizations.
* Responsible for formulation, defense, and execution of complex and full range of financial management, manpower, human capital programs, and acquisition strategy planning/contract portfolio management for the Programming and Resources Division.
* Sets the executive vision and strategic direction for the Planning, Programming, Budgeting, and Execution (PPBE) framework, leading the design, development, formulation, implementation, and execution of policies for SAF/IA and USAF Operations, ensuring alignment with national security objectives and Department of Defense (DoD) priorities. * Work may occasionally require travel away from the normal duty station on military or commercial aircraft
* Must be able to obtain and maintain a Top Secret Clearance
* Mobility is a condition of appointment. Employee must sign an Air Force-wide mobility agreement.
* Employee must meet the mandatory standards of experience and training, and the desired standards of education for an International Affairs level III certification within six years accepting position
* The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays Qualifications Conditions of Employment: (cont'd)
* This position has been designated by the DAF as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Incumbent must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
* This is a Security Cooperation (SC) position due to the nature of the position's duties and responsibilities. Position requires incumbent to attain DoD Security Cooperation Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S.

C., Sect. 384. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, International Relations Series 0131. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

EDUCATION AND EXPERIENCE:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown above.

EXPERIENCE:

Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of

Experience:

Qualifying experience that provided an intimate knowledge of a foreign country or geographic area may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or inter-national relief work, or other experience in foreign countries. It may also have been gained through teaching college-level courses in international relations or problems associated with a specific foreign geographic area.
