Project Manager - Child Welfare Program

Position Description:

The Project Manager is the lead expert in child welfare and will oversee process analysis and performance measurement research. The successful candidate will lead systems analysis, raw data examination, and record-keeping practice assessments to identify trends and answer key questions about program operations. The goal is to develop data-informed strategies to ensure child safety, health, timely discharge, and successful family reunifications for children in government custody.

The Project Manager will lead efforts to identify research-informed or proven business, performance, and service questions relevant to child safety, health, and discharge efficiency. This role involves producing regular reports on historical trends, information gaps, and recommendations for improving quality indicators and performance measures that support informed decision-making and future program planning.

This position also includes making recommendations for information updates, automation opportunities for management and reporting, and ensuring strategies align with industry best practices.

Minimum Qualifications:

• Master's Degree in Child Welfare, Social Work, or a related field
• Current Project Management experience
• At least 10 years of verifiable experience in child welfare and immigration services, including experience with improvement metrics in large child welfare systems and program evaluation
• Experience with diagnosing models-in-use and adapting models for enhanced utility
• Strong background in algorithmic programming, analytics platforms (Power BI, Tableau), data architecture/frameworks, data warehouses, and data visualization
• Experience with childcare licensing, accreditation regulations, quality childcare, shelter programming, immigration, and adoption systems
• Solid understanding of data analytics applications for management decision-making
• Excellent analytical, communication, and problem-solving skills
• Strong organizational and leadership capabilities
