We are looking for a Policy and Correspondence Support Specialist to support the Department of Defense (DoD), Office of the Secretary of Defense (OSD). The candidate will primarily support the Manpower Division as an Action Officer and work with subject matter experts (SMEs) in support of the development of policies, procedures, DoD correspondence, briefings, and other written material for the Fourth Estate and Defense Agencies and Field Activities (DAFAs).
Additionally, the candidate will perform basic analysis of data, support senior level staff members with executive scheduling, coordination, and communications across OSD.
The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. The candidate will work within a team construct, but also individually to meet client requirements.
- Prepare DoD Policy, procedures, correspondence, staff summary sheets and other written material in the prescribed DoD format based on the client’s broad direction.
- Support the administrative processing of correspondence, directives, and other formal documents using DoD Correspondence and Task Management System (CATMS).
- Support cross-functional teams with identifying, gathering, and organizing narrative and data using standard Microsoft Office tools such as Word, Excel, PowerPoint, Project, Power BI, and SharePoint.
- Synthesize information to draft executive summaries and condensed reports.
- Review, revise, and edit team deliverables, including presentations, briefings, memos, and facilitation materials.
- Schedule and participate in team meetings, support the creation of meeting minutes, and maintain required actions and activities lists for tracking project progress and ensure timely submission of completed deliverables at client‑specified frequency.
- As an Action Officer, support the Manpower Program Manager in the development and implementation of DAFA manpower policies, procedures, and processes for total force manpower management within the Fourth Estate and DAFA communities.
- Support the Manpower Program Manager in ensuring the Fourth Estate manpower program POCs have the necessary information, guidance, and tools to execute manpower management policies, process, and procedures by providing necessary guidance and tools.
- Facilitate resource management integration efforts between the Manpower Program Manager and the finance and human resources divisions.
Prepare and maintain various stakeholder and component POC listings. Interface with these POCs within OSD Staff, the Office of the Inspector General of the Department of Defense, and the DAFAs. - Assist in the development and maintenance of reference material in an organized manner and compliant with DoD Records Management Program.

Qualifications:
The ideal candidate will comprehend, analyze, and synthesize information into digestible information papers, memos, and graphics. Knowledge of DoD correspondence policies and practices is a must. Ability to work with personnel at all levels to develop DoD Instructions, policies and procedure and advance documents through CATMS. The individual must be capable of working independently or in a team environment. Critical thinking is key to successful performance.
- Experience in working in the OSD staffing environment and knowledge of the OSD and DAFA organization construct.
- Experience in working as an Action Officer in a senior level organization with time‑sensitive deliverables.
- Proficient in the development of senior level DoD communications, correspondence, directives and briefing materials.
- Proficient in the administrative processing of correspondence, directives and other formal documents using DoD Correspondence and Task Management System (CATMS).Experience with delivering high‑quality client service in a fast‑paced, constantly changing environment.
