Security Program Manager

Andrew Morgan LLC (AM) is a fast-growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone Small Business. We are currently seeking a qualified Security Program Manager to join our team in support of a Department of Defense (DoD) Federal Client.

RESPONSIBILITIES

The Security Program Manager is responsible for overseeing and executing all aspects of physical security, anti-terrorism, and emergency management programs at the client site. This role serves as the primary point of contact for security operations, compliance, training, and coordination with internal stakeholders and external law enforcement partners. The position requires strong program management skills, attention to detail, and experience operating in a DoD or military security environment.

  • Manage physical access control for rooms, suites, floors, and facilities, including locks, keys, alarms, badges, and access systems
  • Conduct daily walkthroughs, inspections, and routine security checklist reviews of facilities and equipment
  • Administer the Physical Access Control System (PACS), privilege management, Data Watch cards, and access to other DoD facilities
  • Serve as liaison to external law enforcement, security working groups, and anti-terrorism partners
  • Develop, maintain, and assess security programs including Physical Security, Facility Security, Antiterrorism, and Occupant Emergency Programs
  • Manage the Occupant Emergency Program, ensuring preparedness through planning, training, and supply distribution
  • Oversee the Mass Warning Notification System, including testing, enrollment, exercises, and template creation
  • Plan, schedule, and execute Random Antiterrorism Measures (RAMs) and anti-terrorism drills and exercises
  • Conduct Antiterrorism Risk Assessments and Hazard Assessments and report findings
  • Perform self-inspections, audits, compliance reviews, and After Action Reports
  • Track, analyze, and report security metrics and program status
  • Maintain the OASIS security webpage, ensuring accurate and current content, references, and resources
  • Manage the security mailbox and respond to security-related inquiries and concerns
  • Maintain security-related inventory, lifecycle management, and maintenance plans
REQUIREMENTS
  • 3–5 years of experience in a DoD security-focused role or equivalent military experience
  • Experience managing physical security, anti-terrorism, or emergency management programs
  • Strong technical reading and writing skills
  • Ability to work independently and manage multiple security programs simultaneously
PREFERRED
  • Active or eligible Secret Security Clearance
  • Prior military service or direct DoD security experience
PREFERRED QUALIFICATIONS
  • Bachelor’s degree (preferred, not required)
  • Experience conducting security audits, inspections, and compliance reviews
  • Familiarity with Occupant Emergency Plans, Mass Notification Systems, and Antiterrorism programs

Salary is commensurate with both location and experience.
