The Department of Environmental Services (DES) has a vacancy for a Water/Sewer/Streets (WSS) Master Technician in the Water Distribution section of the WSS Bureau. WSS Master Technicians provide onsite leadership to a team in their respective sections, provide additional support to the WSS Crew Leader, and serve as a leader in the absence of the Crew Leader.
The Water Distribution team is responsible for conducting water shutdowns, the valve maintenance program and repair and maintenance of fire lines and hydrants, water meters and vaults.
ResponsibilitiesSpecific duties include:
- Performing and coordinating daily crew functions;
- Coordinating with crew leader on daily work of the crew, including adjusting for variable work sites and weather conditions, securing materials and equipment for use on projects and ensuring installations and repairs are completed properly;
- Assisting Water Maintenance crew with creating and distributing customer notifications for service interruption and conducting complete water service installation processes;
- Using investigative methods and specialized equipment to investigate leaks and perform leak detection, utility locations, and other diagnostics necessary for repairs and system maintenance;
- Responding to water distribution questions utilizing SCADA system and performing Pressure Regulator Valve (PRV) inspections;
- Assisting with site preparation and clean-up to ensure existing conditions are safe and that work can be completed including providing accurate site measurements, directing vehicle operators to and from job site and ensuring safe traffic and equipment operations;
- Using work order / asset management system (Cartegraph) and other computer systems such as Microsoft Office to create and prioritize work flows, complete logs, reports and close-outs of work orders;
- Driving and operating light and/or heavy equipment (crane trucks) to and from work sites, transporting materials and crew members;
- Operating and assisting crew members in the use of specialized equipment and making minor repairs/adjustments to tools and equipment as-needed; and
- Responding to routine questions from citizens and the public or directing questions to Supervisor.
The ideal candidate is dedicated with good organizational, communication, and problem-solving skills with the ability to respond to emergencies as needed. This position also requires consulting with the supervisor at the start of each day to receive specific team related work instructions and sharing work related feedback at the end of each day.
QualificationsMinimum:
- High School Diploma/GED;
- Three (3) years' experience in public works, construction, streets operations or other vocation that demonstrates the ability to perform skilled manual maintenance and/or construction; and
- Valid Driver's License.
Substitution
:
Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis. Technical training may substitute for up to one year of the experience requirement on a year for year basis.
Desirable
:
Preference may be given to candidates with experience in one or more of the following:
- Performing as a team leader or lead worker or coordinating the work of others;
- Performing skilled manual maintenance and/or construction in two or more technical areas in water, sewer or street operations; and
- Providing customer service including responding to routine questions from citizens and the public.
Possession of the following certifications preferred:
- Confined Space Entry Level 2 Certification
- Class V Water License

Required:
- Must possess a valid driver license. The applicant must authorize Arlington County to obtain or provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
- Must possess or obtain within one year of hire, a valid VDOT Intermediate Work Zone Safety Certification.
