Basic FunctionHF Sinclair in Artesia, NM is seeking an Environmental Specialist. This position conducts environmental assignments and duties for the Environmental Department under minimal supervision and directs or leads the work of others from time‑to‑time.
Job Duties- Ensures compliance with federal and state environmental regulations, Consent Decree requirements, and facility permits
- Prepares and submits routine air, TSCA and EPCRA reports;
Consent Decree reports, MACT reports, excess emissions quarterly reports, NSPS GGG semi‑annual reports, NSPS QQQ semi‑annual reports, SO₂ release monthly summaries and other reports as required - Coordinates annual certification of compliance and other aspects of the Title V programs
- Interfaces with operation departments to communicate and define their role in compliance efforts
- Prepares and submits permit applications as required
- May interface with regulatory agencies to ensure the understanding of, and compliance with, all applicable environmental regulations and requirements
- Participates in environmental audits and follow‑up activities
- May manage the performance of air‑quality‑related work efforts which include the oversight of NSPS, MACT, EI, NSR, and Title V programs
- May oversee budgeting costs associated with air‑quality compliance and contractor/consultant work products
Special assignments or tasks are assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
ExperienceA minimum of three to eight years of job‑related processing experience is required. The position level will be commensurate with experience and qualifications.
Preferred ExperienceExperience in oil‑refining processes is preferred.
EducationA minimum of a Bachelor's Degree in environmental sciences or a related field is required.
Required Skills- Ability to lead and train a small team of employees in a technical expert capacity.
- Specialized training in hazardous waste regulations and DOT Hazmat Shipping; OSHA Hazmat and Method 9 Opacity certifications may be required depending on assignment.
- Strong communication and technical writing skills.
- Advanced working knowledge of environmental air‑quality regulations as required by assignment.
- Ability to perform emissions calculations, preferably with a practical understanding of refinery processing systems and programs.
- Proficiency in interpreting and applying environmental regulations.
- Advanced understanding of oil‑refining processes, including process flow diagrams, mechanical flow sheets, chemical phase separations, and reactions.
- Strong written and verbal communication abilities.
May lead the work of others and is responsible for overseeing contractors within the facility.
Work ConditionsOffice and plant based with travel required up to 25 % of the time by land or air. Petroleum refinery, warehouse/plant environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Required to work in all temperatures including outdoors, and subject to varying road and weather conditions.
