Duties
* Establishes, directs and coordinates NORAD and USNORTHCOM Science and Technology initiatives and processes in support of cruise and ballistic missile defense capability development.
* Utilizes Government-wide technology development processes and assesses related program advocacy and execution.
* Serves as directorate representative to internal and external senior officer review boards.
* Actively tracks new capabilities and system improvements within the cruise and ballistic missile defense community to ensure the ability to defend the homeland is an integral part of the development process.
* Plans and manages resources. Forecasts, justifies, and executes resource allocations and provides necessary reporting and control measures, in accordance with the Planning, Programming, Budgeting, and Execution (PPBE) system, toensure efficient use of these resources to achieve organizational objectives. * Leave accrual may be authorized upon request Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of missile defense, aerospace warning, aerospace control missions, regulations, policies and processes guiding development, validation, and verification of military requirements and technology development of aerospace defense systems; knowledge of acquisition policies, procedures and budget execution processes;
knowledge of congressional review procedures, program management oversight of acquisition systems and subsystems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE,

(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive expert knowledge of missile defense and aerospace warning and aerospace control missions and DoD and Canadian DND Research, Development, Test and Evaluation (RDT&E) programs and organizations.
2. Comprehensive expert knowledge of DOD and Canadian DND technology development and acquisition policies, procedures, capability planning, and the DOD's PPBE system.
3. Skill in written and oral communications sufficient to prepare and present findings, and recommendations, develop and present briefings to senior DOD and Interagency leaders.
