Position: TRAFFIC MANAGER with Security Clearance
Duties
* Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
* Plans and directs all cargo movement traffic management functions and passenger travel and personal property shipment and storage activities for the installation and DoD assigned area of operation.
* Directs the small air terminal cargo and passenger operations.
* Responsibilities in readiness, mobility, and deployment operations include providing technical direction, and management and evaluation of the transportation, traffic management, and unit movement aspects of the DoD transportation movement program on a worldwide basis.
* Represents the Traffic Management Flight with a variety of installation and functional area organizations. Requirements Conditions of employment

* Must be able to obtain and maintain the appropriate security clearance
* This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Incumbent must be removed from mil recall status if alternative for filling of the position during an emergency are not available.
* A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Supply Clerical and Technician Series 2005 SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include experience that involved scheduling the movement of cargo into or through one or more freight terminals in the appropriate amounts in order to balance the flow with the terminals' capacity to accommodate the freight and the carriers' capacity to transport the cargo.

Knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Knowledge of air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles human remains, perishables, out-sized, and overweight items.

Knowledge of cargo and passenger deployment management functions and processes. Knowledge of safety and security regulations, practices, and procedures. Broad knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of passenger travel, cargo movement, and personal property movement/storage services.
