Purpose and Scope:

Step into a pivotal leadership role at the heart of local government! As the Municipal Clerk, you will be the driving force behind democratic processes and legislative compliance—serving as the official link between Council, the public, and provincial legislation.

You and your team will be the engine behind effective governance—overseeing and managing the legislative processes and related activities for Council, Committees of Council, and the ad hoc committees that inform decision-making.

Responsibilities include:
  • Overseeing and managing the legislative processes and related activities for Council, Committees of Council, and ad hoc committees.
  • Ensuring that Council’s decisions are communicated promptly with all applicants, petitioners and to persons, agencies and other interested parties required to be advised of decisions and/or proceedings. As required, disseminates corporate information to Municipal departments, the public, external agencies, and other levels of government.
  • Acts as a resource person for Council and Committees of Council by advising members of meeting procedures and their responsibilities as elected/appointed members, as well as providing administrative support to Council and Committees of Council.
  • Provides procedural and legislative guidance to the CAO and Leadership Team.
  • Researches and analyzes policy and By-law development and oversees all matters pertaining to the conduct of effective Council meetings.
  • Compiling and reviewing Council reports from Municipal Departments, preparation and circulation of Council packages, and meeting agenda preparation.
  • Provide advice and interpretation to the public on Council actions, by-laws, policies and procedures, and Provincial statutes.
  • Oversee the Corporation’s records management program for corporate records storage, retention, destruction, and retrieval. Responsible for safekeeping all official records and documents while ensuring that the corporate records are indexed and available for public access in accordance with various Provincial statutes such as the Municipal Act and MFIPPA.
  • Prepares and monitors annual budget related to Clerks/Legislative, Council, and Cemetery Services.
  • Responsible for the Municipal Privacy Breach Protocol and acts as investigator under the Privacy Breach Policy.
  • Oversees the municipal complaint process and oversees appeals under the policy.
  • Performing the statutory duties as required by the Ontario Drainage Act
  • As the Signing Officer for Municipality, and as Commissioner of Oaths, Returning Officer for Municipal and School Board Elections, administer the Freedom of Information of Protection of Privacy Act, Municipal Licensing and Lotteries, and all applicable policies and procedures and by-laws.
  • Responsible for the Municipal wedding/civil marriage program, may act a Civil Marriage Officiant.
  • Manages and develops the Clerk’s division team including hiring, training, development, managing performance and addressing workplace conflict or challenges. Develops the division’s annual work plan and ensures appropriate implementation of the division’s work plan in order to achieve goals and report on progress.
