Program / Project Manager, Operations Manager
Provides leadership, direction, overall administrative and fiscal oversight in the day-to-day operations of assigned divisions of the Human Services Department; assists in program development, establishing goals and objectives and developing policies and procedures; promotes the vision, mission, practices, policies and promises for the department programs, and leads the successful collaboration of service delivery within the Division and with regional stakeholders; manages assigned staff.
- Leads and assists the Human Services divisions and programs of internal operations and oversight (quality assurance and change management), coordination of mandated services and initiatives (including grants management and budget), and Emergency Support Function 6 (ESF
6). - Assists with the development and implementation of quality assurance plans and protocols for Human Services using qualitative and quantitative evaluation protocols; conducts and oversees the preparation of reports and research projects to improve the operations of the department and evaluate findings to improve performance.
- Provides professional-level support to the Director in a variety of areas including: personnel management, program development, strategic planning, and implementation of long-range goals and objectives and external facing programs.
- Responsible for supervision and development of Human Services employees to ensure all divisions receive technical and programmatic support that help them to analyze, evaluate, and administer their programs in the most efficient and customer‑centric manner possible.
- Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work‑related issues and County information; performs other duties as required or assigned.
- 3+ years experience as a Supervisor or Lead in department or function.
- 5+ years progressively responsible experience in areas of expertise such as Human Services or non‑profit; 6 years plus preferred.
- Master’s Degree required in Social Work, Psychology, Public Administration, or related field or equivalent combination of education and experience.
- Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

- Change Management science as applied to Human Services or related fields.
- Managing staff, delegating tasks and responsibilities and providing coaching and feedback.

- Working efficiently both independently and as part of a team.
- Organizing and prioritizing work to meet deadlines.
- Developing, understanding, interpreting, and communicating policies and procedures.
- Establishing and maintaining effective working relationships.
- Work is performed in a standard office environment.
