Since its founding in 1785, the University of Georgia is a comprehensive institution of higher education. The UGA Carl Vinson Institute of Government is a Public Service and Outreach unit dedicated to improving people’s lives through research, education, and service to local and state governments.
About the DepartmentThe Institute’s Local Government Operations unit focuses on workforce and economic development, infrastructure and community resilience, government operations, and technology and data for governments. We provide impartial support to local governments and state agencies through research, training, webinars, reports, and professional presentations.
Job SummaryThe role provides technical assistance and conducts studies to help local government leaders make data‑informed decisions. Responsibilities include financial analysis, policy analysis, feasibility studies, benchmarking, best‑practice research, and collaboration with public works directors. Occasional overnight travel is required.
Duties / Responsibilities- Provide research and technical assistance services to local governments.
- Perform financial analysis, feasibility studies, and benchmarking.
- Meet with potential clients to determine needs, negotiate contracts, and maintain relationships.
- Support the Institute’s strategic projects and collaborate across the Institute of Government and Public Service & Outreach.
- Build relationships with state government personnel and professional associations.
- Conduct applied research and scholarship, share expertise through training, webinars, reports, and presentations.
- Master’s degree in public administration, business, law, economics, or a related field.
- Five years of experience working in government operations or management.
- Background in public infrastructure operations.
- Experience in financial analysis, data gathering, report writing, and presenting to elected officials.
- Experience facilitating groups.
- Knowledge of state and local government political structure, functions, and operations.
- Knowledge of public management practices, emerging trends, and challenges.
- Knowledge of local government operations, finances, and legal frameworks.
- Knowledge of public works and infrastructure (water, sewer, utilities, maintenance).
- Ability to develop and manage budgets for contracts or grants.
- Ability to manage complex long‑term projects and client relationships.
- Strong initiative, independent work, creative problem‑solving.
- Excellent oral and written communication and interpersonal skills.
