Facilities Administrator – Tualatin Hills Park & Recreation District
Purpose of JobThe Facilities Administrator manages, directs, and supervises the maintenance, repairs, and modification of Unified Government buildings and facilities throughout Athens‑Clarke County. Key duties include developing and implementing divisional goals, monitoring project activities, maintaining personnel and financial budgets, supervising maintenance and trade staff, and performing additional tasks as assigned.
Reporting ToCentral Services Director
Key Responsibilities- Supervise and evaluate assigned staff, handle employee concerns, direct work assignments, counsel and discipline employees, and complete employee performance appraisals.
- Develop, formalize and implement short‑ and long‑term goals for the division with approval of the Central Services Director.
- Manage and direct the maintenance of government‑owned facilities, including HVAC, electrical, plumbing, alarms, and life‑safety systems.
- Develop plans and specifications for various projects; estimate costs, requisition materials and equipment.
- Develop and implement efficient construction and maintenance methods for staff use.
- Monitor energy use of government buildings and develop programs to reduce consumption.
- Consult with architects, engineers, and government managers on new construction and renovation projects.
- Develop and implement a facilities life‑cycle replacement program for key systems and components.
- Prepare periodic reports of activities and accomplishments.
- Prepare the annual division budget; monitor expenditures under the current budget.
- Forecast future staffing requirements and make appropriate requests.
- Conduct field inspections to ensure compliance with local, state, and federal building codes.
- Share on‑call after‑hours emergency duty coverage with division staff.
- Bachelor’s degree in a related discipline with four years of experience in construction, management, accounting, and information systems, or equivalent education, training, and experience.
- Minimum two years of supervisory experience.
- Valid driver’s license.
- Criminal background check indicates eligibility for supervising inmates.
- Must obtain security training for the supervision of inmate workers within six months of hire.
- Knowledge of Central Services Department principles, practices, and procedures.
- Proficiency in human resource management, financial practices, and policy compliance.
- Strong organizational and managerial skills.
- Effective communication with subordinates, management, employees, and the public.
- Ability to produce clear written reports, documents, and presentations.
- Judgment and discretion in managing subordinates and handling emergency situations.
- Proficiency with computers and engineering software.
The role requires the ability to operate machinery, lift and carry objects, and perform tasks such as walking, standing, bending, stooping, kneeling, reaching, pushing, pulling, lifting (up to 20 pounds occasionally, 10 pounds frequently), and repetitive motions. Physical demands are at light‑work levels.
