The primary purpose of this position is to direct and manage the day-to-day operations of the Housing Choice Voucher (HCV) Department. The position is responsible for administering, planning, implementing and monitoring the HCV program consisting of but not limited to tenant-based vouchers (TBV), RAD project-based vouchers (PBV), HCV Home ownership Program, Veterans Affairs Supportive Housing (VASH), Foster Youth to Independence (FYI) vouchers, Mainstream vouchers, Emergency Housing vouchers and the Family Self-Sufficiency (FSS) Program.

The incumbent is responsible for interpreting and adhering to all federal, state, local, HUD and AHA policies and regulations regarding the implementation of programs and makes policy recommendations to ensure overall compliance.

All activities must support the Auburn Housing Authority (AHA) and its managed agencies’ missions, strategic goals, and objectives.

Essential Duties and Responsibilities

Program Management Tasks
  • Manages the work of staff including but not limited to: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, recommending new employees, training staff, acting on employee problems, and recommending and implementing discipline.
  • Manages the operations of the HCV program, FSS program, and HCV Home ownership Program; plans, organizes, coordinates, monitors, and implements all departmental programs to ensure that all functions are conducted in an efficient manner in accordance with all applicable federal, state, local, AHA, and HUD rules and regulations.
  • Monitors all HCV and FSS files ensuring that files are properly secured and in compliance with applicable HUD and AHA rules and regulations.
  • Ensures HCV Caseworker administers the waiting list of the TBV applicants in compliance with relevant regulations; notifies applicants upon voucher availability, completes background checks, processes application to prepare for move-in, conducts briefings, calculates household income, deductions, rent and utility amounts correctly, etc.
  • Ensures HCV Caseworker administers the waiting list of PBV applicants in compliance with relevant regulations; notifies applicants upon eligibility, completes background checks, and make referrals to PBV landlords in a timely and efficient manner in accordance with AHA and HUD rules and regulations; conducts briefings, calculates household income, deductions, rent and utility amounts correctly, etc.
  • Ensures FSS Coordinator administers the FSS program in accordance with the FSS grant requirements, FSS Action Plan and other applicable AHA and HUD rules and regulations.
  • Ensures HCV Caseworkers and FSS Coordinator performs annual and interim recertification of all vouchers in accordance with applicable regulations and per AHA timelines.
  • May represent the AHA’s HCV program in meetings with participants, potential applicants, private landlords, housing advocacy groups and organizations, community associations, HUD, and other agencies.
  • Manages the implementation of policies and procedures to ensure leased and subsidized private-owner contracts between landlords and participants are in compliance with applicable regulations; ensures full utilization of housing assistance payments (HAP) resources and monitors rent burdens.
  • Ensures HCV Caseworkers administer all voucher portability transactions for the AHA’s HCV portfolio.
  • Assists in preparing applications and supporting data to secure additional funding and programs from HUD to increase housing opportunities for families.
  • Ensures end-of-the-month HAP and UHAP is processed in a timely and efficient manner in accordance to AHA and HUD rules and regulations.
  • Recruits and retains landlords for participation in the HCV Program in an effort to maximize voucher utilization.
