Job Summary

The Grants and Contracts Officer assists principal investigators, project managers, and faculty members by providing knowledge and expertise on proposal and budget preparation, subcontracting negotiations, and compliance with state, federal, and sponsor regulations. The role serves as a continuous source of funding information and acts as a liaison among investigators, administrators, and agency officials.

Responsibilities
  • Ensure proposals meet sponsor and institutional requirements before submission to Pre‑Award leadership.
  • Assist PIs and project managers in preparing budgets, reviewing sponsor guidelines, and managing administrative components of proposals.
  • Review cost‑sharing commitments and obtain necessary institutional approvals.
  • Submit proposals through sponsor portals (e.g., Grants.gov, NSF research.gov, NIH eRA Commons).
  • Review and negotiate award terms and conditions with sponsors, including “just in time” requests.
  • Ensure compliance with institutional policies and sponsor regulations (e.g., 2 CFR 200).
  • Facilitate award agreements and subaward execution.
  • Review prior approval requests (e.g., scope changes, PI effort changes, key personnel modifications).
  • Coordinate progress report submission and ensure timely completion of milestones.
  • Assist with final project close‑out requirements (e.g., invention disclosures, equipment disposition).
  • Assist with PI transfers and act as a liaison on non‑financial matters.
  • Provide guidance on sponsor policy updates and institutional best practices.
  • Offer one‑on‑one training for faculty and staff on proposal development, compliance, and award management.
  • Maintain database records of proposals within two days after submission, tracking workflow and status accuracy.
  • Ensure sponsor‑mandated reports, prior approvals, NCEs, pre‑award negotiations, and all related documentation are maintained in the grant file.
  • Perform regular self‑audits of portfolio projects and data validation to correct errors or inconsistencies.
  • Perform all other job‑related duties as assigned.
Required Qualifications
  • Bachelor's degree from an accredited college or university with a minimum of two years of related experience.
  • OR Associate degree from an accredited college or university with at least five years of related experience.
Preferred Qualifications
  • Master's degree in public administration or a biomedical area.
  • Experience in preparing/reviewing biomedical grant proposals, administering awarded programs including close‑out, and knowledge of federal regulations governing research at a not‑for‑profit educational institution.
