DescriptionHELIOS is seeking highly experienced Targeting Instructor/Writers to join our team in providing cyber instruction in support of the U.S. Army Cyber School don, GA. This support will include the development, maintenance, and delivery of comprehensive technical training materials for offensive cyberspace operations, specifically tailored to the skill set of Joint Targeting Analysts (JTAs) and as directed by evolving requirements.

Positions are contingent on contract award
- Curriculum Development & Maintenance:
Research, compile, and synthesize information from sources such as Joint Doctrine, Standing Operating Procedures (SOPs), best practices, operational assessments, and SME engagement to create and maintain accurate, up‑to‑date training materials and supporting databases. - Instruction & Assessment:
Deliver instruction utilizing the Army Experiential Learning Model (ELM), including developing and administering exams, and evaluating student performance. - Administrative Support:
Manage all administrative aspects of training, including schedule development, student roster maintenance, and creation of necessary support documentation. - Coordination:
Proactively coordinate with relevant stakeholders to ensure resource availability and seamless training execution.
- Top Secret clearance
- Experience with in USCYBERCOM or subordinate service component within the Cyber Mission Force (CMF) while serving in, or directly supporting the Joint Targeting Analyst (JTA) work role.
- 2+ years of service (military/civilian/contractor) conducting offensive operations in cyberspace as part of USCYBERCOM or service component cyber commands.
- Served as a certified instructor for the USCYBERCOM validated Cyber Effects Applications Course (CEAC).
- If not a CEAC instructor, have successfully completed at least two of the following courses or instructional events:
Defense Intelligence Agency (DIA) accredited course on Joint Intermediate Target Development, completion of a course related to the Modernized Integrated Database (MIDB), a Collateral Damage Estimation (CDE) course, Joint Targeting School (JTS), Joint Targeting Staff Course, US Army Multi‑Domain Targeting Center’s Joint Operational Fire and Effects (JOFEC) Course, or U.S. Air Force course(s) leading to AFSC INIXIB – Geospatial Intelligence, Targeteer. - Possess experiential knowledge in at least 7 of the 13 following knowledge areas: JOPP; JIPO; JTC; TSA; ETFs; strike/misson packages for offensive cyberspace; IKE; NPW; MIDB; target development levels IAW current CJCSI; CDE; CEE.
- Possess demonstrated experience in at least 6 of the 13 following experience areas: minimum 1 year as a JTA within the CMF; participation in USCYBERCOM’s Joint Targeting Cycle; development of strike/mission packages for cyberspace operations; vetting and validation of targets in cyberspace; development of collateral effects estimations (CEEs); assessment of targeted effects in cyberspace; participation in a COCOM Joint Targeting Cycle.
- Possess demonstrated experience in at least 2 of the 6 following experience areas: development of Electronic Targeted Folders (ETFs); vetting and validation of targets; formulation of collateral damage estimates (CDE); assistance in phased Battlefield Damage Assessment (BDA) reports; use of TSA for target development; participation in targeting related Boards, Bureaus, Centers, Cells and B2C2WG
.
