Responsibilities
  • Serve as the subject‑matter expert on all quality assurance and safety compliance issues.
  • Develop, maintain, and revise assessment instruments to ensure compliance with organizational, contracting client, and regulatory guidelines.
  • Act as liaison for compliance and accreditation policy interpretation.
  • Develop and annually lead the revision of a Quality Control Plan (QCP).
  • Lead ISO 9001:2015 compliance audits and accreditation.
  • Develop lessons plans, scenarios, and exercises to train managers, supervisors, and employees in quality principles.
  • Develop performance metrics addressing quality assurance, customer satisfaction, and quality rejections/reworks.
  • Oversee the Root Cause Analysis program, Gap Analysis Audits, and Quality Management System audits.
  • Manage the site‑specific quality database.
  • Communicate rules, regulations, and guidelines to all impacted areas throughout the contract.
  • Develop reports for management regarding effectiveness of compliance areas.
  • Recommend process improvements based on inspection results, data, and customer requirements.
  • Maintain a system for corrective action recording and reporting.
  • Conduct contract‑level operational reviews and audits, reporting findings of noncompliance and recommending corrective actions.
  • Serve as liaison to clients and outside parties, ensuring timely responses to inquiries.
  • Lead quarterly quality improvement board.
  • Assist in hiring supervisors and employees, including job fairs and interviews.
  • Support and participate in the ESH program.
  • Execute project plans to support quality initiatives.
Qualifications
  • 10 years as a quality control manager on a U.S. federal government service contract.
  • 5 years working within the Intelligence Community or Department of Energy, supporting facilities operations and maintenance.
  • 5 years experience implementing ISO standards.
  • 5 years experience in the successful implementation and annual revision of a Quality Control Plan.
  • Strong leadership, management, and organizational skills.
  • Excellent interpersonal and communication skills.
  • Exemplary attention to detail.
  • Sensitivity to instances of fraud, waste, and abuse.
  • Proficiency with MS Office (Word, Excel, PowerPoint, SharePoint).
  • Ability to analyze site‑specific data from a computerized maintenance management system.
  • Ability to prepare management, business, technical, and personnel reports and presentations.
  • Bachelor's degree from an accredited institution.
  • Active Top Secret with SCI clearance and ability to obtain Full Scope Poly.
Preferred Qualifications
  • 5 years of experience working in Environmental Safety and Health.
  • Implementation of ISO 9001:2015 Quality Management System.

  • In-depth knowledge of compliance and assessment principles.
  • Ability to monitor, assess, and improve performance of self, others, and organizations.
  • Planning, implementing, and evaluating programs to ensure contract compliance.
