Job Description

This position works as the Assistant AASHTOWare Project System Manager as well as the back up to the Payment Technician, Advertise Technician and Advertise Assistant Technician.

Duties include but are not limited to:

  • Award contracts and transition them from the AASHTOWare Project Preconstruction module to the Construction module.

  • Gather and enter the required information into the State of Maine's Advantage

    ME system to generate the AMS # required and allow the transition of payments.

  • Enter required AMS Number, funding, time, and price index information into the contract so that it can then be activated.

  • Generate and process the initial Mobilization payment.

  • Review and process construction contract progress payments submitted in AASHTOWare Project Construction or CAS through to Finance.

  • Assist in AASHTOWare Project module setup, updates, review, change recommendations and testing.

  • Assist in the phase out of Field Manager, Field Net and CAS.

  • Creation and updates of training aids for AASHTOWare Project modules as well as in‑person training. Modules include Preconstruction, Construction, Estimation, and Data Analytics.

  • Updating the AASHTOWare Project vendor table, Asphalt Price index history and Fuel Price Index history.

  • Updating plan holder report for the Current Bid Opportunities web site.

  • Process incoming RFI’s - compile and distribute to appropriate personnel and then generate the required Amendments from the returned responses to be posted to the State of Maine Current Bid Opportunities web site and Bidx site.

  • Work to improve all aspects related to the contract advertising process with a focus on the RFI process.

  • Provide appropriate information for State Insurance Audits and Census Bureau requests.

  • Upload of contract information and download of bid information from the State of Maine's electronic bid site on

  • Review of contract documents (bid books, plans, special provisions, reports, etc.) for accuracy prior to advertising.

  • Contract setup and revisions within AASHTOWare Project Preconstruction.

  • Posting of contract documents and revisions using Drupal to the State of Maine website.

  • Process electronic and manual bids for bid openings.

  • Assist the Contracts Engineer during bid openings.

  • Generate required reports for the Contracts Engineer and State of Maine website after bid openings.

Minimum Qualifications

Eight (8) years of experience in engineering - or a Bachelors Degree in Engineering or a related technical field and four (4) years of engineering experience - or an Associate Degree in Engineering or a related technical field and six (6) years of experience in engineering.
