ABOUT THE

JOB DETAILS

The Maine Office of Information Technology’s Application Development team is seeking a Senior Programmer Analyst to help build and support custom software applications for the Maine Office of Information Technology. The selected individual will work in a team to develop and maintain the new Application Inventory and IT Budget Applications and to develop new applications as needed to support the needs of the department.

This position offers the opportunity to work first‑hand on the development and maintenance of new custom IT applications using Oracle APEX and Oracle databases.

TELEWORK OPPORTUNITY

This is a full‑time telework position with restrictions. The employee must come into the office in Augusta, Maine once every two weeks and must live in the state of Maine.

WHAT WILL YOU DO
  • Design, develop, test, and maintain application code.
  • Partner with technical staff and end‑users to test and refine your work.
  • Work under limited supervision.
  • Supervise, coach and train junior programmers.
  • Comply with State of Maine standards for production, quality, and productivity.
  • Train system end users, serve as an information resource, develop resource materials, and provide ongoing support.
  • Respond to customer support escalations.
  • Write documentation for system references.
KNOWLEDGE, SKILLS & ABILITIES
  • Demonstrated ability to define and resolve complex technical problems independently.
  • The ability to effectively communicate orally and in writing to both technical and non‑technical audiences.
  • Excellent organizational and time‑management skills.
  • Friendly and collaborative interpersonal skills.
  • Experience working with Jira and Confluence.
  • Experience with custom application design and development.
  • Experience with relational database modeling and process flow diagrams.
  • Experience developing abstract/sharable code and components for reusability and a shared code base.
  • Experience with Oracle Database developing and supporting software applications.
  • Extensive experience with Oracle PL/SQL. Including triggers, packages, procedures, functions and scheduled jobs.
  • Experience with Oracle APEX or exposure to Oracle APEX and a willingness to learn quickly.
  • Experience with Oracle and Oracle APEX Cloud implementations a plus.
  • Experience with basic web technologies (HTML5, CSS3, JavaScript, AJAX, JQuery).
  • Experience with version control (Git Hub).
  • Willingness to learn new technology and use new tools as needs change.
MINIMUM QUALIFICATIONS

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent – OR – a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent.
