Program Manager (TS/SCI with CI Poly)

Base pay range: $/yr – $/yr

DeNOVO Solutions is seeking a Program Manager (PM) to provide overall leadership, direction, and strategic oversight for a mission‑critical program. The role is responsible for the successful execution of all contractual, technical, and financial objectives, ensuring performance aligns with program requirements and all Government expectations. The PM serves as the primary point of contact with the customer, overseeing core tasks, engineering activities, and transition efforts while managing risk, compliance, and program delivery across all phases of performance.

• Provide executive‑level management and direction across all tasks and deliverables.
• Serve as the primary interface with Government and customer stakeholders.
• Lead and mentor a high‑performing program team, driving excellence across engineering, finance, contracts, and security functions.

• Define and execute program strategy in alignment with Government objectives, ensuring cost, schedule, and performance metrics are met.
• Serve as the primary interface with the Contracting Officer (CO), Contracting Officer’s Technical Representative (COTR), and other Government stakeholders.
• Represent the program at all reviews, briefings, and technical discussions.
• Direct all task efforts, including algorithm and processing features, infrastructure development, interface integration, and systems transition.
• Oversee engineering activities, ensuring responses to task directives are timely, complete, and compliant.
• Oversee all contractual deliverables, including status reports, contract funds status reports, risk management plans, and technical reports.
• Lead the program’s risk management framework, identifying and mitigating program risks.
• Maintain responsibility for program financial health, including budget management, forecasting, and cost reporting.
• Oversee Agile and Dev Sec Ops  implementation consistent with enterprise standards, approving sprint cadence, backlog prioritization, and release planning.
• Lead and mentor the Deputy Program Manager (DPM), Senior Program Coordinator (SPC), and technical staff.
• Ensure program compliance with applicable security regulations and information assurance standards.
• Lead program management reviews, technical interchange meetings, and executive‑level updates to the Government.

• Demonstrated experience leading multi‑disciplinary teams in support of high‑visibility, mission‑critical programs.
• Strong understanding of Government contracting, program execution, and deliverable management within the Federal or DoD environment.
• Proven expertise in Agile and Dev Sec Ops  frameworks, financial oversight, and risk management.
• Proficiency with Unanet, MS Project, JIRA, and Confluence for program planning, execution, and reporting.
• Exceptional communication and leadership skills, with the ability to effectively interface with senior Government and corporate stakeholders.

• Experience:
  
  15 years of experience managing large, complex Federal or Intelligence Community programs, with full responsibility for cost, schedule, and technical performance.
• Education:
  
  Bachelor of Science in a Science, Technology, Engineering, or Mathematics (STEM) field, or a related discipline;
  Master of Science in a STEM field preferred.
• Substitution of
  
  Experience:
  
  A master’s degree in a related discipline may be substituted for two years of experience.
• Certifications:
  
  Project Management Professional (PMP) certification.
• Clearance:
  Active TS/SCI with Counter‑Intelligence Polygraph.
