Overview
The City of Aurora is seeking qualified applicants for the position of Assistant Animal Control Manager in the Animal Control Division. Under the supervision and direction of the Animal Control Manager or designee, the Assistant Animal Control Manager is responsible for assisting in the planning, management, and operations of the Animal Control Division. Supervises daily activities of assigned staff members and fills in for the Animal Control Manager when required.
Responsibilities- Assist in the planning, direction, management, and evaluation of the operations, activities, and maintenance of the Animal Care & Control Division, including the shelter facility, vehicles, and equipment; ensure activities adhere to local, state, and federal laws and ordinances; provide a safe, sanitary environment for staff, the public, and animals.
- Evaluate and recommend updates to shelter policies and procedures, and implement changes as directed.
- Assist with the development of comprehensive planning for the division and its programs.
- Assist with the supervision of staff engaged in clerical, animal care, field enforcement, and program coordination; provide direction, guidance, and assistance as needed while ensuring appropriate action within legal guidelines.
- Supervise employee development and training programs; ensure all staff are certified and properly trained in required procedures, laws, animal care practices, and possess current requisite certifications.
- Assist in developing and issuing regular periodic employee performance evaluations to foster skill enhancement and team development.
- Supervise the issuance of citations, summons, and enforcement of animal control laws; represent the division in court cases in the absence of the Animal Control Manager or as required.
- Supervise the apprehension and impound of animals running at large; investigate animal attacks, livestock incidents, hoarding, cruelty, suspected rabies and contagious diseases; ensure compliance with vaccination and quarantine laws.
- Assist in the oversight of identifying and notifying owners of lost animals; order or perform the euthanasia of animals as necessary.
- Supervise the application of behavioral assessment standards for sheltered animals and ensure proper assessment protocols.
- Manage daily maintenance of an accurate operational records database (animal intakes, behavioral assessments, outcomes, incident reports, audits).
- Supervise and help manage shelter inventory of controlled substances; ensure accurate logs, reporting, and compliance with local, state, and federal laws and governing agencies such as the Department of Agriculture and the Drug Enforcement Administration.
- Assist in the management of the shelter animal population, disposition, and outcomes; in consultation with or in the absence of the Animal Control Manager, make decisions regarding humane euthanasia as required.
- Respond to citizen inquiries, complaints, and concerns regarding animal control policies; address difficult situations such as impounds, hoarding cases, and cruelty cases.
- Assist in planning and facilitating public events, humane education, and media relations; assist with shelter social media activities in coordination with the City’s Communications Department.
- Assist with shelter volunteer program management and supervision of the volunteer coordinator; monitor program effectiveness and implement adjustments as needed.
- Assist in the development, analysis, monitoring, and administration of the division’s annual operating budget; review and approve payroll, operational, and project expenditures within authorized limits; evaluate and recommend fee structure changes and oversee shelter revenue recording and security.
- Assist with developing partnerships with veterinary care providers to ensure animals receive appropriate veterinary care; manage veterinary shelter visits, clinic appointments, scheduling, and animal transport; assist with partnerships with rescue organizations and transfer of animals.
- Carry a mobile phone and respond to calls and text messages promptly; respond to applicable events and incidents as required; perform other duties as required or assigned.
