Texas Department of Agriculture – Austin, TX

Salary: B22, $5,500 – $6,175.00 per month (approx. $70,000 – $120,700 per year).

Office-based position (telework not available).

Work hours:

8:00 a.m. – 5:00 p.m., Monday through Friday, with occasional extended hours, evenings, or weekends; up to 10% travel (often overnight).

About the Department

The Texas Department of Agriculture Financial Services Division supports TDA programs through accounting, budgeting, purchasing, contracting, accounts payable, and payroll. The Accounting Section manages the agency general ledger, prepares the Annual Financial Report (AFR), administers cash management, and develops financial reports. It oversees grant fund distribution and provides oversight for grant program disbursements and reporting.

Responsibilities
  • Perform highly complex (senior-level) accounting work, including analysis and audits of financial information for accuracy and compliance with department policies, procedures, and state and federal statutes.
  • Prepare journal vouchers for account clearing; reconcile accounts; facilitate inter-agency communication; and assist with AFR preparation.
  • Analyze and prepare monthly financial reports; prepare annual financial statements, reports, schedules, and exhibits.
  • Prepare, review, and process journal entries in CAPPS (Centralized Accounting and Payroll/Personnel System) and USAS (Uniform Statewide Accounting System).
  • Develop, coordinate, or produce complex reports such as CMIA, APS‑011, and ICRP.
  • Analyze and reconcile federal cash between the federal drawdown system, CAPPS, and USAS.
  • Audit, analyze, and recommend improvements to procedures; respond to State Auditor, external auditors, and internal auditor reports.
  • Perform other duties as assigned.
Qualifications and Requirements
  • Bachelor's degree (one year of work experience related to the essential duties may substitute for one year of college).
  • Three (3) years of experience in government and/or state agency accounting or finance.
  • Experience with Annual Financial Report (AFR) preparation.
  • Experience preparing complex account reconciliations.
  • Experience with CAPPS, People Soft, or related systems.
Preferred Qualifications
  • Certified Public Accountant (CPA) license in good standing.
  • Master’s degree in Accounting, Finance, or a related field.
  • Bachelor’s degree in Accounting or Finance.
Knowledge, Skills & Abilities
  • Knowledge of GAAP and state laws governing public funds, governmental finance, and automated accounting systems.
  • Customer service excellence for internal and external stakeholders.
  • Proficiency with personal computer and applicable software; strong aptitude and critical thinking.
  • Ability to perform and interpret numerical analyses, evaluate accuracy, and provide clear explanations.
  • Organizational skills: manage, prepare, and maintain detailed records, files, and reports with clear audit trails.
  • Ability to work effectively under pressure, meet strict deadlines, and perform multi-tasking in a fast-paced environment.
  • Sound judgment and discretion.
Physical Requirements

Normal office environment. Mostly sedentary tasks with occasional walking, standing, and light lifting up to 30 pounds. Extended computer use may be required; occasional evenings, weekends, and up to 10% travel, including overnight stays.
